The shell buildings rising at 990 Foxon Road in East Haven are starting to look like something, and soon enough drivers along this busy stretch of road will have a new reason to pull in. The site, once home to the longtime Seasons restaurant, is being rebuilt into a retail and restaurant complex anchored by Starbucks and Chipotle, both of which are set to include their own drive-through lanes.

According to The Connecticut Scoop, exterior walls are already in place on the shell buildings, with windows and doors expected to go in soon. Chipotle is slated to occupy its own free-standing building, while Starbucks will share a multi-tenant building with Jersey Mike's, GoHealth Urgent Care and a Bank of America ATM, per the same report.

The development sits on the former site of the Seasons restaurant, a Foxon Road fixture that opened in 1959 and was later converted into a banquet hall before closing in 2022, as reported by nhregister.com. That outlet reported last year that the old building had been demolished to make way for a lineup that, at the time, also included Five Guys alongside Starbucks, Chipotle, Jersey Mike's and GoHealth Urgent Care, with town officials saying the existing Bank of America ATM would be relocated but kept on site.

A Winding Path Through Town Approvals

Getting to this point wasn't a straight line. The project evolved from an earlier plan for three commercial buildings plus a self-storage facility, but the self-storage company backed out of the deal, according to patch.com, which also reported the site is planned to include 110 parking spaces.

Exactly when East Haven officials signed off on the project depends on which report you read. Patch has described the project as blessed by the East Haven Planning and Zoning Commission in 2023, while nhregister.com reported that the commission approved the redevelopment in July 2025. The two accounts haven't been reconciled, and no primary town approval document was available to settle the discrepancy.

The construction timeline has shifted too. A now-outdated listing on showcase.com had once projected a spring 2023 construction start with a fall 2023 delivery, though that schedule did not hold as the project moved through its various planning stages.

Now Listed For Sale as Shells Go Up

Even as the buildings are still being framed out, the Foxon Road complex has already hit the commercial real estate market. The Connecticut Scoop's report says the development is listed for sale with Horvath & Tremblay as the broker handling the offering.

Foxon Road carries heavy traffic through this part of East Haven, and the corridor is no stranger to national retail names. A showcase.com listing for the property had previously noted nearby retailers including Walmart, Lowe's, ShopRite and Aldi, and estimated that the roadway sees roughly 27,000 vehicles pass by each day, underscoring why the site has drawn interest from fast-casual chains and medical tenants alike.

For now, the clearest signs of progress are the ones visible from the road: framed walls where Seasons once stood, and the outline of two drive-through lanes that will soon funnel East Haven traffic toward morning coffee and lunchtime burrito bowls.
