European Street Cafe has pulled a construction permit for its planned cafe inside Downtown Jacksonville's Riverfront Plaza, a concrete sign that the long-discussed riverfront eatery is finally moving from paperwork to power tools. The permit lists a project cost of $200,000 for the build-out inside the park's pavilion at 2 W. Independent Drive.
The permit names Intracoastal Builders Corp. as the Jacksonville contractor on the job, with Doherty Sommers Architects Engineers Inc. serving as project architect and NV5 Inc. handling private plan review, according to Jacksonville Daily Record. The permit specifies 2,444 square feet of space, while the build-out itself covers 2,367 square feet within a shell building — figures that sit close to, but not identical with, the 2,377 square feet described in the city's earlier proposed agreement for the space.
Mayor Donna Deegan's office announced on July 6 that European Street Cafe had been chosen through a competitive request-for-proposals process to operate the pavilion cafe, and the chain was expected to open in Riverfront Park by late fall 2026. The deal would make it the fourth European Street location in Duval County, joining existing cafes in Jacksonville Beach, Riverside and San Marco. The business is operated through E Street Riverfront Inc., led by European Street Cafe owner Andrew Zarka as president.
City Incentives Tied to Strict Timeline
The Core Retail Enhancement Program is structured as a forgivable, no-interest loan that amortizes at 33% annually over three years, minus any default.
The Downtown Investment Authority's program caps grants at $30 per square foot leased or occupied by the tenant, and incentive dollars cannot exceed 50% of total project construction costs. The proposed agreement had estimated total build-out costs at $412,058.
Deadlines for Breaking Ground and Opening
Under the agreement, Zarka is required to start the build-out within three months of the agreement's effective date and substantially complete the work within nine months. The restaurant must begin operations within one year after the agreement takes effect, giving European Street a firm runway to get the doors open on the riverfront.
Plans call for a European Street Cafe in the Riverfront Plaza pavilion.
Bigger Picture at Riverfront Plaza
Jacksonville Today cited city officials placing Riverfront Plaza's first phase at $33 million. The second phase, where the cafe is located, was under construction and estimated to cost $46 million, according to the same Jacksonville Today report.
European Street's cafe is a modest piece of a much larger riverfront buildout.
