A 57-year-old inmate died early Saturday morning after jail staff found him unresponsive inside his cell at Falkenburg Road Jail in Tampa, according to the Hillsborough County Sheriff's Office. Carlos Howard was discovered just after 4 a.m., and despite life-saving measures from deputies and arriving emergency crews, he was pronounced dead at a local hospital at 5:33 a.m.

As reported by tampabay28.com, deputies began resuscitation efforts on Howard before paramedics arrived and rushed him to the hospital, where he died roughly 90 minutes after he was first found. The sheriff's office has notified Howard's next of kin and says it will release additional information as it becomes available. County booking logs separately show that a Rojelio Carlos Howard was arrested on February 11, 2026, on charges of failing to register as a career offender and violating parole, according to the Hillsborough County Sheriff's Office.

The Hillsborough County Medical Examiner's Office will determine Howard's official cause of death, though complete autopsy and toxicology findings in Hillsborough County typically take up to 18 weeks to finalize. Until that ruling is issued, there's no public determination on whether Howard's death stemmed from natural causes, a sudden medical emergency, or something else.

Second Death in Hillsborough Jails in Under a Week

Howard's death comes less than a week after 27-year-old inmate Liam Thomas died on September 27 at Tampa General Hospital, following his own unresponsive-cell discovery six days earlier at Hillsborough's Orient Road Jail cell. The two deaths occurred within the same week, though preliminary evidence in Thomas's case pointed to self-inflicted injuries rather than a medical emergency.

It's also the latest in a longer run of in-custody deaths tied to Falkenburg Road Jail this year. On August 31, the sheriff's office opened an investigation after 35-year-old inmate Ryan Zavalick died at Tampa General Hospital following a medical transfer from Falkenburg that began a week earlier. Before that, 56-year-old inmate Darrell Raymond Bernardo died at the same hospital on July 2 after being rushed from Falkenburg for medical care, and 34-year-old inmate Nathan Holmberg died in early April after being found unresponsive in his Falkenburg cell in late March.

A Sprawling Facility Under Standard State Oversight

Falkenburg Road Jail in Tampa has roughly 3,300 beds.

Those state standards require that inmates evaluated as suicide or safety risks receive direct observation or close supervision, with documented physical checks no more than 15 minutes apart, as the Ocala Gazette has reported.

The sheriff's office has not said whether Howard was under any heightened observation status before he was found unresponsive. For now, the case joins a growing list of unexplained in-custody deaths in Hillsborough County's jail system awaiting a final medical determination, with the sheriff's office saying it will share more details as its investigation continues.
