Florence Police are asking the public to help identify a man pictured in a photo.
The department's post on the Florence Police Department - Florence, KY Facebook page is an identification appeal. In prior appeals, the department has directed tips to Detective Todd Manning, who can be reached by phone at 859-334-5526 or by email at [email protected].
A Familiar Pattern for Florence's Detectives
Manning has led public identification efforts before. The detective led a similar public identification effort in February 2024 during a theft investigation, when the department likewise promised anonymity to anyone who called in with a tip, according to LINK nky. Hoodline reported on appeals in recent weeks, including a new case tied to photo identification on October 14 and a separate request tied to Case No. 26011604 in September.
That unit operates within the department's Administrative Division, alongside the Crime Scene Unit, Drug Unit and Community Relations Unit, per the City of Florence. The department is led by Chief Jeff Mallery, a 21-year veteran who previously served in the Criminal Investigation Unit before Mayor Julie M. Aubuchon appointed him in April 2024 to succeed retiring Chief Tom Grau, as reported by LINK nky.
Why So Little Information Gets Released
Florence Police, like other Kentucky law enforcement agencies, are not required to release full case details while an investigation remains active. Under KRS 61.878, withholding records under the law-enforcement exemption requires a factual basis showing a concrete risk of harm; the Kentucky Supreme Court rejected using KRS 17.150(2) to categorically withhold records during an active investigation, according to the Kentucky League of Cities.
The appeal lands against a backdrop of shifting scrutiny over how Florence Police use technology and data in investigations. Mayor Aubuchon directed the department in September to temporarily suspend its use of Flock Safety automated license plate readers and to form a joint task force with the Boone County Sheriff's Office to review community privacy and data retention concerns, according to the City of Florence. Florence has a population of roughly 32,803 spread across 10.3 square miles, making it Kentucky's 8th largest municipality, per data compiled by Kentucky Hometown Locator.
Florence Police are seeking information to help identify the man pictured in the appeal.
