Corpus Christi's long-running rebuild of Flour Bluff Drive is entering a new phase around Purdue Road, and this time it comes with something pedestrians there have wanted for years: a marked crosswalk and pedestrian signals. The $23 million reconstruction project stretches from Don Patricio to Yorktown and is funded through the city's 2022 bond program, with work around Purdue Road expected to start soon following initial utility work.

The intersection of Flour Bluff Drive and Purdue Road already has a signal for crossing Purdue Road, but it lacks a marked crosswalk across Flour Bluff Drive itself, according to KRIS 6 News. The City of Corpus Christi has confirmed the project will include a marked crosswalk across Flour Bluff Drive as well as marked crosswalks across the Purdue Road approaches, plus countdown pedestrian signals and push buttons at the intersection. Emily Miller, who has lived in Flour Bluff for about five years, is among the residents who pushed for the change, having requested a crosswalk and broader safety improvements at that exact intersection.

A Decade-Long Vision Funded by Bond 2022

The reconstruction traces back to Corpus Christi's Bond 2022 Proposition A, which approved $92.5 million across 15 municipal street projects citywide, including an initial $14 million allocation specifically earmarked for rebuilding Flour Bluff Drive from Yorktown Boulevard to Don Patricio Road, according to the City of Corpus Christi. The project's engineering specifications go well beyond crosswalks and signals, calling for curbs and gutters, ADA-compliant sidewalk ramps, new street illumination, traffic signal upgrades, and drainage improvements along the corridor. The work now moving forward around Purdue Road represents the second and third phases of the broader reconstruction, following earlier utility preparation.

Miller told KRIS 6 News that the prospect of road expansion and possible sidewalks excites her, saying safer routes, sidewalks, and bike access would benefit children and families in the area. Construction traffic control will be in place for both people walking and driving through the area once work begins, and the full Flour Bluff Drive project is scheduled to wrap up by October 2029.

Years of Detours Paved the Way

The corridor around Purdue Road has seen repeated utility work and temporary closures in the years leading up to this phase. In November 2024, the city closed Flour Bluff Drive between Purdue Road and Glenoak Drive for three full days to complete utility tie-in work ahead of the broader public improvements, the city said in a news release. The following year, AT&T contractors performed underground fiber installation along the same stretch between Purdue Road and Peaceful Lane in October and November 2025, requiring flaggers and temporary traffic controls at Purdue Road.

Further back, in December 2023, the city closed the intersection of Flour Bluff Drive and Peaceful Lane south of Purdue Road to install sanitary sewer mains for private residential development, detouring southbound traffic via Purdue Road to Waldron Road, according to KIII-TV. More recently, in December 2025, a Tesla Cybertruck rollover crash severed a gas meter near Purdue Road, prompting police and fire officials to close Flour Bluff Drive between Purdue Road and Division Road for several hours, the station also reported.

Growth on the Encinal Peninsula Raises the Stakes

Part of what's driving demand for safer crossings is residential growth nearby. Developer Hogan Homes built Peaceful Estates, a subdivision of more than 40 single-family homes sitting directly at the intersection of Flour Bluff Drive and Purdue Road, according to Hogan Homes. School traffic adds to the pressure too — Flour Bluff ISD completed parking lot and traffic safety upgrades at its Early Childhood Center on Purdue Road under its Bond 2025 program in August 2026, adding new campus access points meant to ease pickup and drop-off congestion, according to Flour Bluff ISD.

Public transit riders also use the corridor. The Corpus Christi Regional Transportation Authority operates its Flour Bluff Express Pilot route connecting Flour Bluff Drive, Purdue Road, and local campus facilities, per the Corpus Christi Regional Transportation Authority.
