Fort Bend County Tax Assessor-Collector Carmen Turner was arrested again Thursday, this time charged in a federal indictment accusing her of misusing taxpayer funds to pay two county employees for caring for her mother. The new case marks Turner's second federal indictment, adding to a string of corruption cases that have rattled Fort Bend County's elected leadership this year.
According to chron.com, the indictment alleges Turner hired employees through her office to care for her mother while paying them as county employees between September 2023 and September 2025. Payroll records reviewed as part of the case showed those employees received more than $27,000 in county funds over about eight months, the outlet reported. Turner remained listed as Fort Bend County's tax assessor-collector as of the report.
The indictment also names Victor Calvin Ewing, identified as the father of Turner's adult son, who was allegedly hired as an emergency coordinator while he was simultaneously working at Chicago O'Hare International Airport, per the same chron.com report.
Earlier Investigation Described a Narrower Timeline
An earlier investigation was the subject of a Click2Houston report. Houston Public Media reported that two county employees provided in-home care for Turner's mother between October 2023 and June 2024 — a narrower window than the September 2023 through September 2025 period described in the indictment.
That earlier probe, according to Houston Public Media, alleged that roughly $27,000 in county funds was used to employ the two women as caretakers for Turner's mother. The investigation reportedly began after a tip from a former tax office employee, and investigators went on to review timesheets, badge-entry logs and text messages tied to the alleged caretaking arrangement, the station reported.
CW39 Houston reported on the press conference announcing the case, where U.S. Attorney Aaron Reitz was set to announce the indictment at a Houston press conference attended by senior FBI and Texas Department of Public Safety leaders. The outlet said the announcement centered on a public corruption case involving an elected official, with prosecutors describing a scheme spanning roughly two years that resulted in losses to local government and taxpayers.
Second Fort Bend Official Charged in 2026
Turner's arrest makes her the second Fort Bend County elected official charged with a crime in 2026, according to CW39 Houston's reporting. The first was former County Judge KP George, who was charged in April. A jury later found George guilty in a case tied to allegations he transferred more than $46,000 in campaign funds to his personal account and used the money for personal expenses, per Houston Public Media's account of his sentencing.
George was sentenced in June 2026 to 180 days in jail and five years of probation, though that sentence was delayed during his appeal, the station reported. George's former chief of staff, Taral Patel, pleaded guilty in 2025 to two counts of misrepresentation of identity by a political candidate, which CW39 Houston reported stemmed from fake racist social media posts made to help his own campaign and George's reelection bid.
Fort Bend County Interim County Judge Daniel Wong said, per CW39 Houston's report, that Turner's indictment and arrest marked a reminder of corruption in Fort Bend County, and that the case followed the indictment and guilty plea of Patel and the conviction of George. Wong also said Turner's indictment marked the second indictment of a Democrat official or candidate in the last week, according to the same report. Per Wong's statement as relayed by CW39 Houston, Turner had previously faced a first federal indictment related to alleged bankruptcy fraud.
