A 36-year-old Lexington woman is dead and a fugitive trucker is facing a murder charge after what began as a 911 hang-up call at a Mount Sterling truck stop turned into a fatal collision that investigators say started in a parking lot and ended on a nearby highway. Felicia Joseph was struck and killed near the Pilot Travel Center on U.S. Route 60 the night of Tuesday, September 29, and the man accused in her death was tracked down days later in Kansas.

Montgomery County Sheriff David Charles said deputies were first dispatched to the Pilot for a 911 hang-up and welfare check, according to the Lexington Herald-Leader. The incident began in the rear parking lot of the travel center and continued onto Owingsville Road near the Interstate 64 Exit 113 overpass, per the same report. Authorities say suspect Arionne Harris, a 26-year-old from Richmond, Indiana, allegedly struck Joseph, according to statements reported by the Mt. Sterling Advocate.

Montgomery County Coroner Jimmy Adams pronounced Joseph dead at the scene that Tuesday, the Advocate reported. Her body was later taken to the state medical examiner's office, and Adams has not provided a cause of death, per the Herald-Leader's reporting.

Family Rejects the Word Accident

Joseph's mother, Janet Martin, has publicly pushed back on early characterizations of her daughter's death as a pedestrian accident. In a statement relayed by television station LEX 18, Martin said her daughter “was ran over on purpose” and “was murdered.” Family members reportedly expressed relief once they learned Harris had been taken into custody.

The Montgomery County Sheriff's Office has said the murder charge against Harris followed the death investigation into Joseph's killing. Her family, meanwhile, thanked the sheriff's office and the officers who helped bring about what they described as justice, according to the Herald-Leader.

Fugitive Tracked Across State Lines

Investigators identified Harris as a suspect using forensic and digital evidence, the sheriff's office said. Sheriff Charles credited that digital tracking and forensic work with allowing investigators to trace Harris all the way to Kansas, where he was apprehended in a joint effort involving the U.S. Marshals Service, Kentucky State Police, Mount Sterling Police, and Montgomery Fire/EMS, the Advocate reported.

Harris was already a wanted man before the Kentucky collision. He was the subject of a full-extradition warrant out of Texas for failing to comply with sex offender registry requirements, the Advocate's reporting on the warrant noted. That outstanding warrant is part of why federal marshals were heavily involved in the search that ultimately led them to Kansas.

Harris will be extradited back to Kentucky to face the murder charge, per the Herald-Leader.

What the Murder Charge Could Mean

Under Kentucky Revised Statute 507.020, murder is a capital offense that can include wantonly operating a vehicle under circumstances showing extreme indifference to human life, carrying penalties ranging from 20 years to life in prison or the death penalty, according to the Baldani Law Group. It remains to be seen whether prosecutors will pursue the case as an intentional killing, as Joseph's family describes it, or as a wanton act under that same statute once formal proceedings begin in Montgomery County.

The incident unfolded near the Pilot Travel Center on U.S. 60 and the I-64 Exit 113 overpass, according to the Advocate.

A Birthday Turned Memorial

Joseph's family has said she should have been home celebrating her birthday with her children on Sunday, October 4 — the same day they instead planned to hold her memorial service, according to the Herald-Leader. A GoFundMe fundraiser set up by her family has been raising money for funeral costs tied to that service, which falls on what would have been her 37th birthday, FOX 56 News reported.
