A long-quiet corner in Greenville is finally getting a makeover. The Jersey City Planning Board voted to approve a five-story mixed-use building at 89 Ocean Avenue during its regular meeting on October 13, according to Jersey Digs, bringing 40 residential units and a sliver of ground-floor retail to the corner of Ocean and Seaview Avenues.
The project comes from applicant Ocean Avenue Developers NJ LLC, according to Jersey Digs, which reported on the approval. The outlet notes the building will include 1,354 square feet of ground-floor commercial space, eight parking spaces and 40 apartments spread across the five floors.
The residential mix leans heavily toward smaller units: 24 one-bedrooms and 12 studios, alongside three two-bedroom apartments and a single affordable three-bedroom unit, per the same report. Every unit in the building will come equipped with its own washer and dryer, the outlet notes.
Rooftop Perks and a Quieter Entrance
Residents will have access to a trio of rooftop spaces built into the design: a 440-square-foot amenity area, a 1,550-square-foot roof deck and a 3,528-square-foot green roof, the report states. The building will also feature a trash chute on every floor, a detail that suggests the developer is trying to keep day-to-day building operations simple for a structure of this size.
To keep the busier side of the building off Ocean Avenue itself, the front lobby, parking garage and bike racks will all be accessible from Seaview Avenue instead, according to the same account. The exterior will combine cedar-colored and medium-gray fiber cement siding with black aluminum-framed windows, a material palette the article attributes to Jeffrey Lewis, the project's lead architect.
Variances and a Loading Zone Still in the Works
Getting the plan across the finish line required some flexibility from the board, which approved two setback variances as part of the proposal, the report notes. Attorney Thomas Leane, who represented the applicant, said the developer also intends to work with the city's Department of Planning and the City Council to add a loading zone near the site, since council approval is required for any such change, the same account states.
The approval closes out a chapter that has been slow to unfold along this particular stretch of Greenville. Jersey Digs reported that Sand to Stone, LLC filed an application seven years earlier for a six-story building directly across the street at 86 Ocean Avenue, on properties owned by 86-92 Ocean Ave LLC. That proposal, filed by Sand to Stone, LLC at the corner of Seaview Avenue, called for 35 apartments, more than 1,500 square feet of ground-floor retail space, self-storage and a lobby, with 35 bicycle spaces and 14 car spaces planned for the garage, according to a separate Jersey Digs report on that earlier filing.
Whatever became of that 2019 application, the site across the street did not appear to have been developed as of October 2025, based on a Google Maps archive cited in the outlet's reporting. An archived LoopNet listing separately showed the same development site being marketed for sale, the report adds. The 89 Ocean Avenue approval adds a new building plan to the block, even as the fate of the parcel across the street remains an open question.
