A 102-unit affordable housing community built specifically for seniors is just a few finishing touches away from opening its doors behind Trinity Church in Haines City, a project a decade in the making that its founders say is finally coming together. Construction on Trinity Village is almost complete, and the husband-and-wife team behind it, Bishop Charles Anderson and Dr. Judith Anderson, say they expect to welcome their first residents soon.

The Andersons developed the vision for Trinity Village, and according to Bay News 9, the project has been in the works for roughly ten years. Bishop Anderson told the outlet the project is coming to pass and looks amazing, while Dr. Anderson said she believes seniors will love living there. The community sits behind Trinity Church and will offer a mix of floor plans along with new appliances once finished.

City records show the project was formally approved years ago. According to a Haines City City Commission document, Trinity Village was described as a 102-unit, 55-and-older affordable rental development on roughly 9.08 acres at 2795 N. 10th Street. The Haines City City Commission later passed Resolution No. 23-1759 in September 2023, approving the project's conceptual site plan and requiring housing income and rent limits to stay at or below 80% of Polk County's area median income, per the resolution obtained through the city's records system.

A Decade-Long Push for Affordable Senior Housing

Haines City Commissioner Morris West, per Bay News 9, described Trinity Village as the city's first senior living facility of its kind. West said the city had not fully met the need for affordable senior housing, and he pointed to high prices as a reason affordable options matter for older residents on fixed incomes. The project was funded through a combination of city funding and grants, the outlet reported.

City financing records back up that mix of public support. The Haines City City Commission document shows the city authorized a $460,000 Local Government Area of Opportunity loan at 3% interest with a term of up to 20 years, intended to help the project submit a competitive application for 9% Low Income Housing Tax Credits. That application appears to have paid off: the project received a competitive 9% tax credit allocation in summer 2024, according to Florida Construction News.

Behind the scenes, Trinity Worship Center entered into a long-term ground lease with developer Green Mills Group while retaining ownership of the property, according to the Florida Community Loan Fund. Financing closed and groundbreaking took place in the fourth quarter of 2025, and the developer has said it anticipates placing the first units in service in the first quarter of 2027, per Green Mills Group's own project page.

Rents, Eligibility and Reported Project Costs

Reported figures for the total cost of Trinity Village vary depending on the source. Bay News 9 referred to it as a $36 million project in its latest report, while Green Mills Group describes it as a $34 million-plus development, Florida Construction News has put it at $36 million-plus, and an earlier Bay News 9 report from December described it as a nearly $30 million community. The final, confirmed cost has not been independently verified across these accounts.

Rent at Trinity Village can start at $400 a month for a one-bedroom apartment, according to Bay News 9's latest report. A separate account from the same outlet in December described rents ranging from about $300 to about $1,400 per month, intended for residents earning between $17,000 and $55,000 annually. Per the Florida Community Loan Fund, all units will be restricted to residents earning between 30% and 80% of area median income, with 77 of the 102 units reserved for households earning 60% or less of that benchmark.

Amenities Built With Accessibility in Mind

Trinity Village includes a clubhouse, a community garden and a pool among its amenities, the Andersons told Bay News 9. Resolution No. 23-1759 also lists a fitness center, game room, business center, outdoor barbecue area, gazebo and dog park as part of the planned amenity package approved by the city commission. Bishop Anderson said the amenities were designed to give residents with disabilities access, and he described the wheelchair-accessible design as part of an effort to provide a luxury experience at an affordable rate.

The push for more senior-focused affordable housing in Polk County comes against a backdrop of significant unmet need. A county HOME-ARP report cited by Patch concluded the county needed 24,135 affordable housing units, and separately estimated that about 46,000 Polk County residents earning less than 50% of the area median income were at risk of homelessness. Other recent Polk County projects cited in that same report include the 88-unit Florence Place in Winter Haven, expected to cost about $27 million, and the 82-unit Grove Manor expansion, a $21 million investment also in Winter Haven.

A grand opening for Trinity Village is expected in January 2027, per the Andersons, though that timing has not been independently confirmed beyond the developer's anticipated first-quarter-2027 timeline for placing units in service.
