Orange County's newest library branch welcomes its first guests this weekend, with a grand opening set for 10 a.m. Saturday, Oct. 10, at 4657 Hamlin Groves Trail in Winter Garden. The Horizon West Branch arrives stocked with 45,000 books, two classrooms, free study rooms and a media lab equipped with a green screen, lighting and recording and editing software for audio, video and photo projects.

According to the Orange Observer, Orange County Library Services will celebrate the opening with its newest branch rounding out a system that also plans weekly story times, family programs, adult classes and book clubs. The branch's arrival caps a project that, according to West Orlando News, carried a total budget of $27.275 million, including an $18.3 million Guaranteed Maximum Price construction contract with H.J. High Construction Company and a design from architecture firm Borrelli + Partners.

An 11-Acre Campus Built Into the Regional Park

The 20,000-square-foot building sits on an 11-acre campus shared with the adjacent Horizon West Regional Park, as detailed by Orlando Shine. That co-location reflects a broader approach Orange County has taken toward pairing libraries with regional parkland in its fast-growing master-planned communities, the outlet notes.

Outdoors, the site includes a permanent StoryWalk reading path, a learning garden with a flower sculpture, a percussion instrument path and an outdoor performance space, according to the Orange County Library System. Inside, the children's area features a bee-themed design, alongside interactive sensory walls and depictions of native species like the gopher tortoise and scrub-jay.

Years of Construction Behind the Grand Opening

Getting to opening weekend took nearly two years. The project broke ground in November 2024, completed its foundation pour in early 2025, held a topping-out ceremony in June 2025, and received its 45,000-book collection last month, according to Horizon West Magazine and Orlando Shine.

For residents and remote workers hoping to book space, the branch offers three meeting rooms, per Horizon West Magazine. Cardholders also get free access to the system's Local Wanderer program, which provides complimentary admission passes to Central Florida cultural attractions, the magazine reports.

A New Library for Horizon West

Horizon West is a 20,000-acre master-planned community created in 1995 after freezing winters in the 1980s wiped out the area's citrus groves.

A System Funded Almost Entirely by Property Taxes

Behind the ribbon-cutting lies a funding structure facing scrutiny statewide. The Orange County Library System relies almost entirely on property tax revenue to fund operations across the system, which logs about 1.8 million visits a year, Hoodline previously reported. Florida library systems faced heightened scrutiny over that property-tax dependency amid statewide tax reform debates this year.

Horizon West's new branch joins the Orange County Library System. Saturday's grand opening gives western Orange County its own full-service library after years of relying on satellite branches to meet demand from one of the region's fastest-growing populations.
