House Judiciary Committee Democrats on Monday released a 53-page staff report alleging that five women have directly accused President Donald Trump of rape or sexual assault connected to his decades-long friendship with Jeffrey Epstein, and they are calling on the Department of Justice to appoint an independent special counsel to investigate. The report also accuses Trump's own Justice Department of systematically suppressing evidence gathered in the FBI's Epstein files.
The report, titled “We Have Certain Things in Common, Jeffrey,” was compiled from committee staff interviews, survivor accounts, FBI records and documents released under the Epstein Files Transparency Act, according to the Miami Herald. Democratic committee members are calling for the special counsel to investigate Epstein's alleged co-conspirators and for congressional action to address what they describe as the Justice Department's cover-up, according to UPI.
Eleven Women, Five Direct Accusations
UPI reports the report lays out evidence involving 11 women in total, with five directly accusing Trump of rape or sexual assault in Epstein's company or close presence. Three additional women described encounters in which Epstein or Ghislaine Maxwell appeared to offer women to Trump, per the same UPI report — though Spectrum Local News describes the figure differently, reporting that six other women described apparent attempts by Epstein or Maxwell to traffic them to Trump. The Miami Herald's account notes that three women separately told the FBI about interactions with Trump in Epstein's presence, and that the report describes a pattern of Epstein introducing Trump to young women.
Other women cited in the report allege Trump groped, forcibly kissed or fondled them between 1992 and 1997, according to Spectrum Local News, which also reports that most of the alleged assaults took place in New York and Palm Beach during that window, per the Miami Herald. UPI's account of the report describes a shared 1990s social world of modeling agencies, pageants and parties where young women and girls were allegedly recruited and often exploited.
Beatrice Keul's Account of the Plaza Hotel
Among the most detailed new allegations is one from Beatrice Keul, a former Miss Switzerland, who told committee staff that Trump raped her in a suite at Manhattan's Plaza Hotel in 1993, when she was 24, during the American Dream Pageant that November. Keul said Epstein introduced himself to her by saying, “I'm Jeffrey, Don's best friend,” according to the Miami Herald's reporting on the report.
Keul told the committee that a Trump representative invited her upstairs, where Trump grabbed and raped her, tearing her dress and leaving her bleeding and bruised, the Miami Herald reports. She said Trump told her afterward to keep quiet and promised he would help her get accepted to New York University, according to Spectrum Local News. She also said Trump offered to have his associate Paolo Zampolli arrange her U.S. visa, per the Miami Herald's account. TIME reported on Keul's account but said it has been unable to independently verify the details.
Other Accusers Named in the Report
The report also revives the case of a woman identified as “Katie Johnson,” who alleged to the FBI that she was repeatedly raped by Trump and Epstein when she was 13, according to Spectrum Local News. The Miami Herald reports that Johnson filed a lawsuit against Trump and Epstein in 2016 alleging rape dating to 1994, and that she later withdrew the suit. A woman identified as Jane Doe told the FBI that Epstein introduced her to Trump in the 1980s and that Trump sexually assaulted her while she was living in South Carolina, per the Herald's reporting; the Herald notes that no outside evidence has been found to corroborate either Jane Doe's or Johnson's accounts. Trump has denied having sexual relations with either woman.
Separately, model Stacey Williams has alleged that Trump groped and sexually touched her at Trump Tower in 1993 after Epstein introduced them, and that Trump groped her while the two men talked, according to the Guardian. Williams told the outlet she believed Trump and Epstein were very close friends who spent substantial time together. Jill Harth has said she was assaulted in 1993 and later filed a 1997 lawsuit stating Trump forced her into a bedroom and fondled and restrained her, with Epstein having been Trump's guest at a Mar-a-Lago event she and her then-husband also attended, according to the Miami Herald.
Zampolli and Flight Log Discrepancies
The report names Paolo Zampolli as a likely co-conspirator, though Zampolli has denied any involvement with Epstein or with Epstein's recruitment of models; he stepped down this month from his post as a special envoy to the president, according to the Herald's reporting. The report also states that Trump has claimed he never flew on Epstein's plane despite flight logs showing that he did, per the Herald. It further describes Trump as an active participant in Epstein's abuse of young women during the mid-to-late 1990s — a characterization attributed to the report itself rather than to any independent finding.
The Guardian notes that Trump and Epstein knew each other for decades and were photographed together at social events through the 1990s and into the early 2000s, and that in 2002 Trump described Epstein as “a terrific guy” he had known for 15 years. The same Guardian report states that no evidence has surfaced showing Trump was aware of or involved in Epstein's misconduct. Epstein was convicted on Florida state prostitution charges in 2008 and was later charged with federal sex trafficking of minors in 2019, before he died by suicide in his jail cell while awaiting trial that year, according to Spectrum Local News.
White House and Trump Response
The White House has denied Keul's allegations and said Trump has been “fully exonerated of anything related to Epstein,” according to TIME. The Miami Herald reports that Trump has denied involvement in any criminal activity connected to Epstein, has called the broader Epstein scandal a hoax, and at one point said he was open to releasing the Epstein files before later moving to block their release. UPI reports that Trump has repeatedly denied wrongdoing in connection with Epstein's sex crimes and has said the two men became estranged long before Epstein's arrest.
Congress passed the Epstein Files Transparency Act in late 2025, which Trump signed into law, leading to the release of millions of FBI and Department of Justice files this year, according to the Miami Herald. Under that law, the Justice Department is permitted to withhold victims' personal information and materials that would jeopardize an active federal investigation, per the bill's text on Congress.gov. The Department of Justice has said it published more than 3 million additional pages responsive to the act on February 1, according to a Justice Department announcement.
