The filing leaves key questions open
The plans do not establish that the project has been approved or when it might open. WhatNow also reports that the filings it reviewed do not identify who is behind the proposal. The described layout indicates how the space could be arranged, not what operating permissions the business may ultimately receive.
State rules add a separate question for any indoor hookah business. The Colorado Department of Public Health and Environment says the Clean Indoor Air Act requires most indoor workplaces and public places to be smoke- and vapor-free; that general rule does not establish whether this proposed lounge would qualify for an exception. Denver also prohibits the retail sale of flavored tobacco products under a measure signed in December 2024, according to the city’s guidance.
A separate Denver precedent involved closing hours
Westword reported that Denver City Council approved a separate measure requiring hookah lounges to close at midnight. That past action concerned operating hours; it does not establish the status or conditions of Jabib’s proposal. Whether the Wells Plaza space becomes a lounge remains subject to the review process.
