A 50-year-old Kailua man was sentenced Friday to 70 months in federal prison for conspiring to distribute fentanyl, capping a case involving roughly 1.5 kilograms of fentanyl and more than 20 grams of heroin, with distribution from a Waikiki hotel over a six-month stretch. Chief U.S. District Judge Derrick K. Watson handed down the sentence to Vaughn Ludwig along with four years of supervised release to follow his time behind bars.

According to the US Attorney Hawaii

, the sentencing closes out a prosecution built on Ludwig's May 2025 arrest and his guilty plea entered in May 2026. Federal prosecutors told the court that Ludwig trafficked the fentanyl and heroin between November 2024 and May 2025, according to the

U.S. Department of Justice

. He was personally caught with 70.84 grams of fentanyl and $2,708 in cash at the time of his arrest, per the Justice Department's account of his plea agreement.

In that same plea agreement, Ludwig admitted to distributing fentanyl and heroin out of a Waikiki hotel room in the days before federal agents took him into custody. The department's report notes he worked with suppliers based on the mainland to bring the narcotics into Hawaii, feeding a pipeline that funneled synthetic opioids onto Oahu through hotel rooms and local distribution points.

Plea Deal Preceded Sentencing

Ludwig ultimately received a 70-month prison term after pleading guilty.

Federal officials prosecuted Ludwig's case.

Co-Conspirators Face Their Own Reckonings

Ludwig was not operating alone. Co-conspirator Louis Deguair was sentenced on July 13 to 37 months in prison for fentanyl possession, while supplier Charles Patrick Saikley pleaded guilty in March and is scheduled for sentencing on October 15, according to the same Justice Department release. Both men were charged in separate but related federal cases tied to the broader ring.

The case lands amid a grim statewide backdrop. CDC provisional data reported this year showed Hawaii reached a record 333 drug overdose deaths in 2024, an age-adjusted rate of 23.0 deaths per 100,000 residents, as reported by USAFacts.

Fentanyl's Rapid Rise In Hawaii's Drug Supply

Fentanyl's foothold in Hawaii's illicit drug supply has grown sharply in just under a decade. Hawaii State Department of Health figures cited by the Hawaiʻi Island Fentanyl Task Force show annual fentanyl-involved overdose deaths climbing from just 9 in 2014 to 103 in 2023. Methamphetamine was historically the primary drug involved in overdose deaths.

State health officials have already moved to respond. In January 2025, the Hawaii Department of Health launched the Hawaii Overdose Initiative, a plan coordinating healthcare providers and public safety agencies across the islands to address expanding fentanyl access, polysubstance deaths and substance use disorders.

Ludwig's sentencing follows other recent federal fentanyl prosecutions on Oahu, including a mainland fentanyl bust involving a former Kauai resident.
