Lowe's is planning a 115,177-square-foot home improvement store at Seguin Exchange, the sprawling development taking shape where Interstate 10 meets State Highway 46. Construction on the project is expected to begin in January 2027, with the store expected to open in early 2028.

News of the plan first surfaced through state filings reported by San Antonio Business Journal, which reported that Lowe's Home Centers filed to build the 115,177-square-foot store at Seguin Exchange, with state filings indicating construction will begin in January 2027. A related report from WhatNow cited a Texas Department of Licensing and Regulation filing registered under TABS2027003304, listing an address of 2210 IH 10 W Access Road in Seguin, an estimated project cost of $10.5 million, and a projected completion date of February 18, 2028. That filing also listed Lowe's Home Centers as the project owner, named Christina Pickett as the owner's contact, and identified San Antonio-based Genesis Design & Associates LLC as the design firm, according to WhatNow's review of the records. The TDLR filing status was listed as review complete, and WhatNow noted that project dates and costs are preliminary and subject to change, with no official opening date yet confirmed.

A Site Already Taking Shape

The Lowe's plan lines up with what developer NewQuest has been showing on its site plans for months. Seguin Today reported that the latest site plan from NewQuest shows space already leased by Lowe's at the property. NewQuest's own project page places Seguin Exchange at the northwest corner of I-10 and Highway 46, and the company has described the project elsewhere as a mixed-use development combining retail, residential, commercial and industrial tracts — though its materials give differing acreage figures, describing the development in one place as 531 acres and in another as 544 acres.

The shopping center anchoring the project is planned to encompass more than 750,000 square feet, and NewQuest has said the retail center will be anchored by a big-box general merchandiser and a home improvement store. More than 400,000 square feet of retail space at Seguin Exchange is reportedly under lease negotiation, including the anchor spots, and the company's property listing shows another 600,000 square feet of retail space still available for lease across anchor, junior-anchor, inline and pad sites. Beyond retail, Seguin Exchange is expected to include two million square feet of industrial space, according to Seguin Today.

Timeline for the Broader Development

NewQuest has said the first retail stores at Seguin Exchange are planned to open at the end of 2027, with the majority of retailers, service businesses and restaurants coming online in 2028 — a timeline that roughly tracks with the early 2028 opening window reported for the Lowe's store itself.

Seguin's Growth Pushes Retail Demand

The push to build at Seguin Exchange comes as the city works through a wave of residential growth. Seguin leaders said the city is preparing for continued growth, including nearly 18,000 homes in the development pipeline, a Texas State Technical College expansion, new retail development and hundreds of millions of dollars in planned infrastructure investments, according to the Business Journal. NewQuest has separately put the figure at more than 17,000 residential units in the pipeline alongside 58 new residential subdivisions under construction, while the City of Seguin has cited 27 residential subdivisions under construction with over 17,000 dwelling units in the pipeline — figures that differ depending on the source.

Lowe's Texas Footprint Keeps Expanding

A Seguin store would add to what is already the chain's largest statewide presence. Lowe's has 154 stores in Texas, the most of any state, according to HBSDealer, which also reported that the company is opening a new store in Willis, Texas, on November 20 — its fifth new Texas store of 2026 and third new Houston-area location since 2025. That Willis store includes roughly 95,000 square feet of retail space plus 26,000 square feet of outdoor garden area, a redesigned kitchen showroom with expanded appliances and interactive displays, and Buy Online Pick Up In-Store zones with self-service lockers, per the same report.

Lowe's recent openings elsewhere follow a similar pattern. A planned store in Walton, Kentucky, will measure nearly 95,000 square feet with a 30,000-square-foot outdoor garden area, according to USA Today, which also reported that as of late September, Lowe's had more than 1,750 home improvement stores and 300,000 associates companywide. The chain reported third-quarter sales of $26 billion, up from $24 billion a year earlier, with comparable sales rising 0.2% and online sales climbing 15.7%, per the same USA Today report.

Founded in 1921 in North Wilkesboro, North Carolina, Lowe's operates stores across the United States serving homeowners, renters and professional contractors. The chain offers products for renovation, maintenance, repairs and outdoor projects — including lumber, building materials, tools, paint, flooring, appliances, lighting, plumbing supplies, hardware, gardening products and outdoor equipment — along with select-product installation services and project-planning assistance for do-it-yourself customers and professional builders alike. For now, Seguin shoppers will have to wait: store layout, product offerings and firm opening plans for the Seguin location have not yet been announced.
