A Lycoming County Case Working Through the Courts
Separately, Lycoming Regional Police have been investigating a case involving a minor that began December 4, 2025. According to FOX 56, the case began December 4, 2025, when officials at the BLAST Intermediate Unit notified authorities that a 15-year-old student had disclosed an incident. Police identified the defendant in that case as Brian Witner and said he was charged with rape, statutory sexual assault, involuntary deviate sexual intercourse, aggravated indecent assault and related offenses.
Police in that investigation emphasized that all charges are allegations, and the defendant is presumed innocent unless proven guilty in a court of law, the outlet reported. The local police chief in that case credited cooperation among schools, regional detectives, forensic interview teams, and the Pennsylvania State Police Laboratory, per the same account.
Sheriff's Office Points to Broader Domestic Violence Enforcement Push
Philadelphia Sheriff Rochelle Bilal, who was sworn into a four-year term on January 6, 2020, leads an office that says it has expanded enforcement of Protection From Abuse orders, a shift that led to the creation of the specialized Domestic Violence Task Force, according to the sheriff's office.
Under Pennsylvania law, rape of a child is defined as sexual intercourse with a complainant who is less than 13 years old and is classified as a first-degree felony, according to the Pennsylvania General Assembly. The same statute allows a court to impose a prison term of not more than 40 years upon conviction.
The sheriff's office says it remains committed to supporting people affected by domestic violence as the Domestic Violence Task Force continues its work tracking down wanted suspects across the city.
