
A domestic disturbance call at a Tower Avenue home in Maybrook on Saturday, October 3, ended with a man in handcuffs after police say he repeatedly struck and choked a woman, at one point hitting her in the head with a dumbbell. Frederick Douglas Parks now faces four charges stemming from the incident, which left the victim with a head injury.
According to Newport Dispatch, the Village of Maybrook Police Department responded to 819 Tower Avenue at approximately 9:45 a.m. that Saturday after receiving a report of a domestic disturbance involving a female who had been struck with an unknown object. Police determined that the male suspect had struck the female victim in the head with a dumbbell, causing a head injury, the outlet reported.
Investigators also said the suspect choked the victim numerous times and struck her numerous times during the encounter, per the same account. State Police and the Town of Montgomery Ambulance Corps assisted Maybrook officers at the scene, the report noted.
Charges Filed Against Parks
Parks was arrested and charged with second-degree assault, criminal obstruction of breathing, fourth-degree criminal possession of a weapon, and second-degree harassment, the outlet reported. New York's second-degree assault statute applies when a person, with intent to cause serious physical injury, causes that injury, or when a person intends to cause physical injury and does so, according to the New York State Senate. The obstruction-of-breathing statute addresses conduct meant to impede a person's normal breathing or blood circulation, including applying pressure to the throat or neck, the Senate's published code states.
The fourth-degree weapon possession charge falls under a statute that lists a range of prohibited items, including firearms, electronic stun guns, switchblade knives and bludgeons, according to the New York State Senate's published penal law. The Newport Dispatch report did not specify whether the weapon charge was tied to the dumbbell used in the alleged assault.
Arraignment and Release
Parks was arraigned by CAP arraignment Judge Hosking and released on his own recognizance, the outlet's report said. The account did not address whether Parks entered a plea or whether an order of protection was issued following the arraignment.
The case follows another domestic-violence arrest in the same village earlier this year. State Police arrested Maybrook resident Jerry Carrasquillo, 46, after investigating a domestic incident on Prospect Avenue, according to the Mid Hudson Times. Investigators in that case said Carrasquillo unlawfully restrained a 47-year-old woman and held her against her will inside the residence, and he was later charged with second-degree kidnapping, three counts of first-degree criminal contempt, two counts of aggravated criminal contempt, and third-degree assault before being arraigned in Town of Newburgh Court and remanded to the Orange County Jail on bail, the paper reported.
