A 25-year-old man already on probation for aggravated indecent exposure was arrested Wednesday after Monroe city clerk's office employees flagged suspicious behavior in the City Hall lobby and police confirmed it with surveillance footage. The man admitted to the conduct once officers tracked him down, and he was booked into the Monroe County Jail on allegations tied to both the new incident and his existing probation status.
According to the Monroe Public Safety Department, the department was notified of a person suspected of lewd conduct in the City Hall lobby, just outside the city clerk's office, at approximately 2 p.m. Wednesday. Clerk's office staff reported concern about the individual's unusual behavior and contacted Monroe County Central Dispatch, prompting Monroe police officers to respond to the scene.
Surveillance Video and Witness Accounts Lined Up
Once on scene, officers and detectives interviewed several witnesses whose observations were consistent with what had been reported, the department said. City Hall surveillance footage also confirmed the reports. That combination of eyewitness accounts and video led investigators to a 25-year-old man who was already familiar to law enforcement.
Officers contacted the man, and he admitted to engaging in the inappropriate conduct, according to the same Facebook post from Monroe Public Safety. He was arrested and lodged at the Monroe County Jail on allegations involving a probation violation and aggravated indecent exposure. The department noted he was already on probation for aggravated indecent exposure at the time of Wednesday's incident. No further identifying information, details of the specific conduct, or court outcome was included in the department's public statement.
A Similar Case Already on the Books in Monroe
This is not the city's only recent brush with an alleged public lewdness case tied to a government building. Monroe police previously arrested a 24-year-old man accused of performing lewd acts inside a local library, according to CBS Detroit. In that case, surveillance video reportedly showed the man distracting a female employee before performing the acts while her back was turned, and the station reported the suspect, described as a transient man, admitted to the act when interviewed. Investigators in that earlier case also linked the suspect to a similar incident at the Oaks of Righteousness Shelter over the preceding weekend, per the same report.
What Michigan Law Says
Under Michigan law, a person is prohibited from knowingly making any open or indecent exposure of their own person or another person's, according to the Michigan Legislature. Separately, the state's statute on open and gross lewdness and lascivious behavior classifies that offense as a misdemeanor punishable by up to one year in prison or a fine of up to $1,000, per the Michigan Legislature's text of that law.
Department Praises Staff, Urges Residents Not to Step In
The Monroe Public Safety Department specifically recognized the city clerk's office employees for their attentiveness and for promptly notifying law enforcement rather than attempting to handle the situation themselves. The department also encouraged residents to report suspicious or inappropriate behavior rather than intervene directly, and advised the public to contact local law enforcement whenever something raises concern. Officers, the department said, remain available to respond, investigate, and provide assistance.
