
A 17-year-old Monroe-area boy was arrested after allegedly leading police on a car chase through downtown Monroe early Wednesday, crashing into a tree at a city park, and then wading across the River Raisin in an attempt to escape on foot. Officials said the teen was eventually found roughly 45 minutes later near a gas station about two miles from the crash site, still soaked from the river.
According to The Detroit News, a Monroe police officer attempted a traffic stop around 12:50 a.m. at East Third and Jerome streets. Authorities said the driver initially slowed before speeding off on East First Street. Police lost sight of the vehicle as they approached East Front Street. The suspect vehicle crashed into a tree at Soldiers and Sailors Park, after which the driver fled on foot, police said.
An 18-year-old woman was found in the passenger seat with minor injuries and was treated at the scene by medics, authorities said. CBS Detroit reported that the injured passenger is a Southgate resident who received on-scene medical treatment from both the Monroe Fire Department and Monroe Community Ambulance. Southgate sits roughly 20 miles north of Monroe.
A Soggy, Two-Mile Dash to a Gas Station
Police found evidence that the suspect had entered the River Raisin while fleeing, and officers located the suspected driver near a gas station on North Dixie Highway about 45 minutes after the crash, per the same account. Detectives said the teen was still wet from entering the river when he was taken into custody. The station's report pinpointed the location as near Interstate 75 Exit 15, roughly two miles from where the vehicle struck the tree.
Authorities said they observed signs that the teen was intoxicated, and he was examined at a hospital before being taken to the Monroe County Youth Center to await charges, according to the original report. The River Raisin itself runs about 139 miles across southeastern Michigan, flowing through downtown Monroe before emptying into Lake Erie at Monroe Harbor, according to the River Raisin Watershed Council. The chase ended at Soldiers and Sailors Park.
Why the Teen Landed in Juvenile Detention, Not County Jail
The teen's placement at the youth facility rather than an adult jail traces back to Michigan's “Raise the Age” law, which the State of Michigan enacted in 2019 with an effective date of October 1, 2021. Under that reform, 17-year-olds are processed through the Family Division of Circuit Court as juveniles rather than facing automatic adult charges, unless prosecutors petition to waive them into adult court for specified violent offenses. Michigan had previously been one of only four states that automatically prosecuted all 17-year-olds as adults.
The Monroe County Youth Center is run by the 38th Judicial Circuit Court Family Division, offering 36 total beds split between secure detention and residential treatment, according to Monroe County Government. Its secure detention unit houses youth ages 11 to 17 who are awaiting court proceedings, which is where the teen was held pending charge authorization.
Charges Sought and What Comes Next
Officials said they plan to submit their findings to the Monroe County Prosecutor's Office for review and are seeking charges of fleeing and eluding police, operating a vehicle while intoxicated, and driving while not licensed. Under Michigan Vehicle Code MCL 257.602a, fleeing and eluding escalates to a third-degree felony — punishable by up to five years in prison and a $1,000 fine — when the violation results in a crash or occurs in a zone with a speed limit of 35 mph or less, according to the Michigan Legislature. The initial stop attempt took place in a municipal speed zone before the vehicle struck the tree.
Whether prosecutors will pursue juvenile adjudication or seek to waive the teen into adult court, and the current medical status of the 18-year-old passenger, remain open questions tied to the ongoing review.
A Familiar Hazard Along Monroe's River Corridor
This is not the first time a fleeing driver has ended up near or in the River Raisin. CBS Detroit reported in January 2025 that a Monroe County Sheriff's deputy's patrol cruiser plunged into a frozen section of the river during a high-speed pursuit, leading to felony fleeing and eluding charges against a Monroe man. And in September 2026, Hoodline reported that a 24-year-old fled an I-75 hit-and-run and crashed through a security gate at the Ford River Raisin Warehouse on East Elm Avenue, dislodging one of the vehicle's front wheels.
Juvenile pursuits have also recurred in the area. Hoodline reported in January 2025 that a 15-year-old driver led deputies and city police on a chase exceeding 60 mph that began on East Third Street, while a February 2024 Hoodline report described a 13-year-old driving a stolen Dodge Charger who led deputies on a pursuit through Frenchtown Township before crashing into a residential lawn and landing at the same youth center on fleeing and eluding charges.
