A 17-year-old North Philadelphia boy is facing $2 million bail after authorities say he took part in a carjacking that left a licensed gun owner shot eight times and abandoned in the street. Saahir S. Harvey was arrested this week on a warrant charging him with attempted murder, robbery, aggravated assault and related offenses tied to a violent holdup that investigators say began with a fake marijuana deal.

Pennsylvania Attorney General Dave Sunday announced the charges Thursday afternoon alongside the Philadelphia Police Department and the U.S. ATF, according to einnews.com. Officials say Harvey was arraigned and bail was set at $2 million, which had not been posted as of the announcement, PHL17 reports.

A Marijuana Deal Turned Ambush

The violence traces back to July 7, 2025, when the victim was lured to a meeting under the pretense of a marijuana deal, per the same account. Harvey and other individuals met the man, who was sitting in his own vehicle, near Ridge and Susquehanna Avenues in North Philadelphia.

Two of the robbers climbed into the victim's vehicle while a third approached from outside carrying a firearm, officials say. The victim, who was licensed to carry his own gun, returned fire as the confrontation escalated into a shootout in the middle of the street.

Eight Gunshot Wounds, Then Abandoned

By the time the gunfire stopped, the victim had been shot eight times — in the back, chest, leg and arm, according to the task force's account. The robbers then stole his vehicle and left him in the street as they drove themselves to a hospital to get treated for their own gunshot wounds, the report states.

Emergency responders separately transported the victim, who survived his injuries, to a hospital for treatment. Investigators have not detailed the extent of his recovery beyond confirming he survived.

Case Still Developing

Authorities say the investigation remains ongoing regarding other individuals involved and other crimes that may be related, though no additional arrests have been announced. As with any criminal case, the charges against Harvey are merely allegations, and he is presumed innocent unless and until proven guilty in court.

The case adds to a string of carjacking prosecutions moving through the Philadelphia area's courts and federal system. In a separate case announced by the Department of Justice on June 29, 2026, three Philadelphia men were each sentenced to more than 10 years in prison for a violent carjacking, according to the U.S. Attorney's Office for the Eastern District of Pennsylvania. Philadelphia has also seen carjackings involving juveniles end in police pursuits.
