Oro Valley town leaders, chamber members and residents gathered across the street from Oro Valley Hospital on Oct. 13 to break ground on Vineyard Park Oro Valley, a senior living community expected to offer around 155 units when it opens in March 2028. The project includes 24 memory care units, 113 assisted living units and 18 independent-living casitas, built to let older adults receive specialized care without leaving the community they call home.

According to Tucson Local Media, Sundt Construction had already spent several months installing elevator shafts and pouring footings before the official groundbreaking ceremony took place. Kirsten Arnold, senior project manager at Sundt Construction, said framing on the building was set to begin in November, with the finished structure expected to measure around 100,000 square feet. Construction is projected to wrap up in January 2028, ahead of the community's planned March 2028 opening.

Round Lake LLC owns Vineyard Park Senior Living, and the company's founder, Bill Moore, described the project as carrying a southwest theme, according to the same report. The building was designed by Elgin + Bresler Architects, a Tucson firm, and residents will have access to a bar area, theater, gym, library and arts and crafts room once construction is complete. Outdoor amenities are planned to include walking trails, pools, fire pits and barbecues.

Local Leaders Frame the Project as a Fit for an Aging Community

Oro Valley Mayor Joe Winfield said a livable community serves people through all stages of life and supports independence, dignity, relationships and belonging, per the same account. He added that Vineyard Park expands choices for older adults and families who want to remain in their community while receiving the support they need, and that the project provides new opportunities for independent living alongside other senior services.

Oro Valley Councilmember Mary Murphy said she and others in town are excited about the new project, the outlet reported. Her comments echoed a broader enthusiasm around the project's arrival in a town already drawing national attention for how it serves retirees.

Oro Valley's National Retirement Rankings

The timing lines up with Oro Valley's recent recognition as the fifth most livable retirement town in the nation, beating out every other Arizona community, the same Tucson Local Media report noted. That ranking traces back to a study from GOBankingRates, which placed Oro Valley at No. 5 among 50 towns nationwide using livability scores from AreaVibes along with demographic and income data from the U.S. Census Bureau's 2023 5-Year American Community Survey. Eight Arizona communities made that list overall, including Cottonwood, Prescott, Sun City, Catalina Foothills, Fountain Hills, Apache Junction and Payson.

That same study previously led Travel & Leisure to identify Oro Valley as the most livable place to retire in the West, as Tucson Local Media reported separately, with Oro Valley ranking fifth overall and ahead of every town west of the Great Plains. GOBankingRates has also previously ranked Oro Valley as the safest and wealthiest U.S. retirement town.

Part of a Wider Build-Out of Senior Housing

Vineyard Park's groundbreaking reflects what Tucson Local Media describes as high demand in Oro Valley for senior communities, particularly specialized care facilities. It is not the only such project the Tucson area has seen take shape in recent years: a 79,000-square-foot assisted living and memory care community broke ground in Oro Valley back in September 2022, and Sage Desert Senior Living in Tucson has been described as an 87-unit assisted living and 20-unit memory care facility totaling roughly 104,081 square feet. Neither of those projects is directly connected to Vineyard Park, but their presence underscores the scale of senior housing development underway across the region.
