A pedestrian was struck by a big rig Tuesday afternoon on northbound I-15 near Nisqualli Road in Victorville, leaving the victim down on the shoulder as traffic backed up behind a blocked lane. The crash was reported at 3:06 p.m., between Nisqualli Road and Palmdale Road, and shut down all lanes of the freeway for a time before crews could clear space to keep traffic moving.
According to VVNG, the CHP incident log stated the pedestrian was found down on the right shoulder after being struck, while a witness reported that the pedestrian had run into traffic. The driver of the big rig pulled over to the right shoulder following the collision, and told officers at the scene that the pedestrian ran from an opening in the K-rail directly into traffic, per information relayed from the scene.
California law allows Caltrans and local authorities to restrict pedestrian access to controlled-access freeways by order, with restrictions taking effect when signs are posted on the freeway and its approaches. Local rules affecting a state highway require Caltrans’ written approval, and the statute makes an exception for people walking to the nearest exit from a disabled vehicle. The law provides context for freeway access but does not determine what happened in this crash. California Vehicle Code Section 21960
Freeway Shut Down, Then Partially Reopened
Traffic control temporarily stopped all lanes of the freeway while authorities set up cones to block the three left lanes, the CHP incident log showed. The No. 3 lane remained blocked afterward even as the remaining lanes were reopened, and the incident caused traffic to back up on northbound I-15, with motorists advised to expect delays in the area.
A 2020 UC Berkeley SafeTREC assessment found that reported pedestrian collisions across Victorville rose from 29 in 2014 to 44 in 2018, a 51.7% increase. In Old Town Victorville, the report counted 11 pedestrian collisions from 2014 through 2018, including three fatal crashes. Those figures cover a broader area and an earlier period—not the I-15 segment involved in Tuesday’s crash—and the report notes its collision data came from state records through 2018. The vehicle involved was described as a white tractor-trailer bearing OTHI Express Inc. markings, which sustained visible front-end damage in the crash, according to information from the scene cited in the same report. The driver of the semi-truck cooperated with the investigation, the outlet's report noted.
Pedestrian Taken To Hospital With Facial Fractures
The pedestrian was taken by ground ambulance to St. Mary Medical Center for treatment of blunt force trauma and facial fractures, per the CHP log. The Victorville CHP station is handling the investigation into the crash, and the outlet's report describes the incident as a developing story, with information expected to be updated as it becomes available.
Pedestrians have also been struck on I-15 near Nisqualli Road in previous Victorville incidents. In September 2025, a 39-year-old man was killed after being struck while walking in the northbound lanes just south of Nisqualli Road; the driver fled, and the case remained under investigation when reported. In June 2019, a semi struck a pedestrian on southbound I-15 just south of the Nisqualli/La Mesa offramp, prompting a freeway closure and an airlift to a trauma center. The 2025 fatal hit-and-run and the 2019 semi-truck collision were separate incidents.
