Discussions of less access and more patrols come against a backdrop of rising homelessness across the region. Warren, Washington, Hamilton and Saratoga counties more than doubled their homeless population between 2022 and 2024, surpassing 500 people, according to News10. Warren County relies primarily on motels, in addition to its emergency shelter, to house people experiencing homelessness, and Mastrianni has said those placements typically cost the county millions of dollars in weekly rates.

A Shelter Proposal Still Pending

The station also reported that the number of families experiencing homelessness together has tripled across the four-county area, citing the State Comptroller's findings. Warren County is weighing a family shelter with added services inside a county-owned building that previously served as a Code Blue shelter, though that proposal still has to come before the county for a vote, per the same report.

The Carlton Drive area carries its own history of roadway concern. A 60-year-old man died in 2022 after his 2016 Ford F250 overturned near Greenway North, with the Warren County Sheriff's Office saying at the time that he missed a slight curve near Carlton Drive and drove past the shared parking lot for the Econo Lodge and Northway Inn, according to WNYT. That crash remained under investigation, the outlet reported.
