A new mental health clinic has opened its doors in Red Hook, giving northern Dutchess County adults expanded access to therapy and psychiatric care — but families hoping to get their kids into treatment there will have to wait until next year, when the facility is expected to receive state approval to serve children and teens. The Northern Dutchess Mental Health Center, run by nonprofit Family Services, sits at 17 Glen Pond Drive, Suite 3, and is already treating 350 adult clients through individual and group therapy, psychiatry and telehealth.

The clinic replaced a smaller Family Services facility in Rhinebeck that staff say had simply been outgrown. According to The Daily Catch, the old Rhinebeck site had just four rooms — three for therapists and one for a medical provider — and could not accommodate all staff working at the same time or allow for group therapy sessions. The new Red Hook space has five therapist rooms, a medical provider room, a larger reception area, a dedicated group therapy room, and a nurse's office equipped for injections, lab draws, EKGs and other health screenings.

Staffing at the center includes licensed social workers, mental health counselors and nurses, and the clinic accepts a wide variety of insurance plans while using sliding-scale pricing for clients who are uninsured or underinsured. The center is open Monday through Friday, with walk-ins welcome Tuesdays from 9:30 a.m. to noon and Thursdays from 12:30 to 3 p.m. Anyone looking to connect with the clinic can call 845-276-4600.

A Years-Long Push Rooted in Community Need

The project traces back to a years-long, collaborative effort between Dutchess County, Family Services and local residents, the outlet's report notes. That effort gained momentum after a forum on children's mental health needs at Red Hook High School, organized by Janet Warden and attended by Chris Drago before he took office, which followed the suicides of two young men, according to the same account. Once in office, Drago convened concerned citizens for regular meetings at the Red Hook Community Center starting in January 2024, inviting Sue Serino and Jean-Marie Niebuhr to participate.

Those efforts connected to a broader coalition called Red Hook Together, which the report says includes Bard College, the Red Hook Community Center, town and village leadership, the Red Hook Public Library, Red Hook Responds, Family Services and the school district. Sara Ugolini said the coalition worked to address disparities and a lack of children's mental health services across Dutchess County, per the same account. A 2023 Community Needs Assessment backed up those concerns, identifying access to mental health services as a top issue for the greater Red Hook and Rhinebeck region.

What the Assessment Found

That assessment pointed to rural geography and the high cost of living in northern Dutchess County as significant obstacles to care, and it also flagged a shortage of providers and a lack of transportation to and from appointments as treatment barriers, the Daily Catch report states. It further identified a gap in care for children discharged from hospitalization who still need ongoing outpatient mental health treatment. A separate document from the same community needs assessment, hosted by starrlibrary.org, noted that Red Hook Central School District counselors had seen youth mental health hospitalizations climb from one or two students a year before the pandemic to a weekly occurrence afterward, and the assessment reported an acute need for more child psychiatrists in the area.

Funding for the new facility arrived in stages. Dutchess County announced in October 2024 that it would give Family Services $205,000 to support creation of a clinic with the capacity to serve youth, with Sue Serino having allocated the county funds that year, the outlet reported. At the clinic's ribbon-cutting ceremony, a representative for state Sen. Michelle Hinchey gave an additional $30,000 toward the project.

Officials and Families React

David Ping said Family Services is pleased to fill a gap in local services, while Colleen Pillus said the new clinic increases system capacity so more children can ultimately receive timely care, according to the report. Leah Feldman said many individuals, children and families struggle to find needed care, especially in places where services have historically been limited. Kristofer Munn, who spoke at the ribbon-cutting, said finding services for children in northern Dutchess has been personally difficult for him as a father of five.

Children's Services Still Await State Sign-Off

For now, the Red Hook clinic serves adults only. Feldman said Family Services is working to secure state licensing approvals to serve youth ages 3 to 17, and that approval is expected sometime in 2027, with the exact timing determined by the New York State Office of Mental Health, which sets standards for facilities and programs providing mental health treatment and rehabilitation. Once licensed, the Red Hook clinic plans to offer children's therapy, play therapy, family therapy and medication-assisted treatment, and Family Services intends to hire two child therapists for the location and expand staff as needed.

Family Services is a Poughkeepsie-based nonprofit that operates eight mental health clinics across Dutchess and Ulster counties, and it already provides children's services at its clinics in Poughkeepsie, Kingston and Ellenville. Per Family Services, those existing youth programs support kids ages 3 to 17 and offer individual and group therapy, family therapy, play therapy, psychiatric services and collaborative care with other providers, all regardless of insurance status or income, with a sliding fee schedule for those who qualify. In Rhinebeck, Astor Services already offers comparable mental health services for children, the Daily Catch noted, though the new Red Hook clinic will mark the first time Family Services itself offers children's services in that part of the county.
