A 49-year-old Santa Ana man has been booked on multiple child sex-related charges after police say he met a 15-year-old girl on a dating app in 2024 and pursued a relationship with her that continued until she turned 17. Christopher Paul Merrell was taken into custody at his Santa Ana home by special crimes detectives, who say evidence found on phones belonging to both Merrell and the victim corroborated the allegations against him.

According to a Santa Ana Police Department Facebook post, the victim met Merrell in 2024 on a personality-based dating app called Boo, after which the two exchanged phone numbers and began communicating through text messages and phone calls. Police say Merrell was told the victim was 15 years old and pursued the relationship anyway.

Police allege Merrell arranged Uber rides to bring the victim to his Santa Ana residence, where the two engaged in sexual acts on multiple occasions. The department's Facebook post also states that Merrell sent the victim unsolicited sexually explicit photos of himself and requested photos and videos from her.

Suspect Admitted Knowing Victim's Age, Police Say

Per the police account, Merrell admitted to knowing the victim's age and admitted to engaging in sexual activity with her once detectives located and arrested him. He was booked into the Santa Ana jail on charges including lewd or lascivious acts with a minor, oral copulation, sexual penetration with a foreign object, possession of obscene matter depicting a minor in a sexual act, and sending harmful material to a minor with sexual intent.

Under California Penal Code Section 288(c)(1), engaging in lewd or lascivious acts with a minor aged 14 or 15 when the defendant is 10 or more years older is a wobbler offense punishable by up to three years in state prison, according to the Esfandi Law Group. Because Merrell was 45 when the communications began in 2024 and 49 at the time of his arrest, prosecutors will have to weigh that same age-gap provision as the case moves forward.

Eisner Gorin LLP says felony convictions under Penal Code Sections 288(a) or 288(b) carry mandatory lifetime registration as Tier 3 sex offenders. Separately, Penal Code Section 288.3 criminalizes communicating with a minor with intent to commit a specified sex crime, the Hedding Law Firm notes.

Special Crimes Unit Behind the Arrest

The arrest was carried out by the Santa Ana Police Department's Special Crimes Unit.

Part of a Larger National Surge

The Merrell case lands amid what researchers describe as a dramatic rise in online enticement reports. The National Center for Missing & Exploited Children received more than 546,000 CyberTipline reports concerning online enticement of children in 2024 alone, a 192% jump from the prior year, according to Thorn. The CyberTipline handles reports of suspected child sexual abuse and exploitation, including urgent tips about children believed to be in imminent danger.

The Orange County Sheriff's Department has a Special Victims Unit.

Merrell's case remains in the early stages, and the charges he was booked on are allegations that have not yet been tested in court through a formal criminal complaint. The Santa Ana Police Department has not indicated whether additional charges or victims may be involved as the investigation continues.
