More than a year after Miguel Mondragon was shot and killed in a North Austin parking lot, police have made a sixth arrest in the case. Franklyn Steven Wallace Zeledon, 20, was taken into custody Monday and booked into the Montgomery County Jail in Conroe, Texas, on warrants for capital murder, engaging in organized criminal activity, and two counts of aggravated robbery with a deadly weapon.
According to court records cited by KXAN Austin, Zeledon also had a federal immigration hold issued against him, per jail records. The 20-year-old is accused of participating in an armed robbery that left Mondragon, 49, dead on Aug. 3, 2025, after he was shot near the La Michoacana Market at 9811 N. Interstate 35 service road northbound, according to a separate KXAN report on the case's earlier arrests.
Investigators allege Zeledon and several others followed Mondragon and two other men from La Toxika, a North Austin sports bar, before surrounding the victims' red Chevrolet truck in the parking lot. Surveillance footage reviewed by investigators showed a gray sedan and a white SUV blocking the truck's path, and several masked people approached carrying firearms, according to the affidavit described by KXAN's reporting.
Shots Fired as Victims Tried to Flee
The men inside the truck reported hearing multiple gunshots and fled the scene before calling 911, per the affidavit. Surveillance footage showed Mondragon crawling before stopping in a nearby grassy area, and officers later found him deceased with a gunshot wound to his right thigh. As reported previously by KXAN, Mondragon's watch, cellphone and cash were taken from him after he was shot, and the gray sedan and a white Dodge Durango had pulled in behind the pickup truck before the attack.
FOX 7 Austin reported that multiple people in masks and armed with guns walked up to the truck Mondragon was in and demanded jewelry and money. Affidavits indicate the group considered Mondragon a robbery target because of his gold jewelry, and that the plan was to take the victims' property and divide its value among five people, including Zeledon.
Co-Defendants Point Investigators Toward Zeledon
Investigators identified Zeledon through interviews with the five other suspects already in custody and through cellphone records, according to the affidavits. Yurisander Gongora Rojas told investigators that a dark gray Mazda 3 used in the incident belonged to him and identified Zeledon and two other men as the armed, masked people who exited the vehicle. Hector Achang Batlle said he, Zeledon and another man approached the truck masked and carrying firearms, and said he fired his handgun twice in an attempt to puncture the truck's tires and stop it from fleeing.
Cellphone records showed three calls to or from a number associated with Zeledon near La Toxika around the time of the shooting, per the affidavit. One suspect told investigators she had worked at the bar before being fired for stealing cash and wallets from customers, and said she had identified customers as potential robbery targets.
Charges Shifted for Most of the Group
All six suspects were initially charged with capital murder in connection with the shooting. Court records later showed that five suspects had their charges changed to aggravated robbery, while one suspect continued to face a murder charge, according to the case facts. FOX 7 Austin separately reported that Alejandro Hurtado-Reyes, one of the first two arrested, was released from the Travis County Jail on Aug. 23 and no longer faced a capital murder charge.
Hurtado-Reyes and Yanaris Reyes, identified by FOX 7 Austin as 22 and 29 years old, were taken into custody on Aug. 12, 2025, and booked on $200,000 bonds, according to KXAN's earlier reporting. Cellphone data placed both of them in the area of the homicide when it happened, investigators said. Reyes was identified as the driver of the sedan and had reportedly been fired from La Toxika for stealing cash and wallets from customers.
Police previously identified the other arrested suspects as Antonio González, Yurisander Gongora Rojas and Héctor Yohany Achang Batlle, all teenagers at the time of their arrests, per FOX 7 Austin's reporting. The Austin Police Department's initial homicide notice, case number 25-2150207, listed the same five names and confirmed Mondragon as the deceased victim. FOX 7 Austin also reported that court records indicated the group may have been involved in an aggravated robbery in Pflugerville just days before Mondragon's killing.
Case Lands Amid a Citywide Drop in Violent Crime
Zeledon's arrest comes as Austin's overall violent crime numbers have been trending downward. The city recorded 55 homicides in 2025, down from 66 in 2024 and described as Austin's lowest total since before 2020, according to KUT. That marked a 23% drop in homicides year over year, while aggravated assaults fell 13% and robberies fell 5% over the same period, per the station's report. Property crime also dipped 7% in 2025 and has dropped nearly 20% since 2020, the same account noted.
