An RK Investors-led team has landed an $81 million construction loan to build Sutherland at Piper Glen, a 299-unit rental community going up at 9621 Elm Lane in south Charlotte. The project calls for four five-story apartment buildings constructed atop a single-story parking podium, with leasing expected to begin in fall 2027 and the first units scheduled for delivery in March 2028.

Western-Southern Life Insurance Company provided the financing, according to Connect CRE, which first reported the loan. The deal was arranged by Nate Sittema, Kristen Reilley and Elliott Voreis of CBRE's Debt & Structured Finance team. Sutherland at Piper Glen is part of Greenway at Piper Glen, a new master-planned development by RK Investors in south Charlotte.

Amenities planned for the community include gated access, covered parking, a fitness center, bike storage, coworking spaces, a golf simulator room, a game room, a swimming pool, a fire pit, grilling areas, a pet wash station and a coffee bar, per the same report.

A Smaller Version of a Once-Larger Plan

Sutherland at Piper Glen's 299 units represent one piece of a much bigger development that cleared a contentious city approval process. Charlotte City Council unanimously approved RK Investors' revised south Charlotte project on June 17, 2024, after the developer scaled back its proposal, as reported by the Charlotte Observer. The revised plan called for 566 units spread across three development areas, mixing apartments with single-family attached homes.

That approval came despite opposition centered on traffic and environmental concerns, the Charlotte Observer reported, with the overall project expected to generate more than 2,000 vehicle trips per day. The revised site plan filed with the city of Charlotte also sets a specific infrastructure condition: Elm Lane must be completed before the first certificate of occupancy is issued for a new building in the last development area to be built.

Charlotte's Apartment Pipeline Is Cooling

The financing for Sutherland at Piper Glen arrives as Charlotte's broader apartment construction boom shows signs of slowing. The region's pipeline is contracting meaningfully, with starts down sharply and the number of units under construction shrinking, according to a market report from mmgrea.com. Developers still delivered 6,596 multifamily units across Charlotte in the first half of 2026, equal to 2.6 percent of existing stock, per a Yardi Matrix report.

That same report found Charlotte's average advertised asking rent climbed just 0.1 percent over the trailing three months through June 2026, to $1,586, even as rents fell 1.4 percent year-over-year. Multifamily investment activity in the region totaled $552 million through June 2026, down 11.3 percent from the same period in 2025, Yardi Matrix reported. Demand has nonetheless picked up: Charlotte logged roughly 4,800 net multifamily move-ins in the second quarter of 2026, a quarterly peak for the region, according to a NorthMarq analysis, which also noted that vacancy has eased as supply growth slows from last year's peak and rents have gradually trended lower over the past three years.

Other Charlotte Projects Securing Financing

Sutherland at Piper Glen joins a string of Charlotte multifamily projects that have recently locked down construction financing. The Fallon Company secured $100.5 million for Twelve03 at Centre South, a 329-unit complex set to deliver 263 market-rate units and 66 affordable units in a six-story building, according to Commercial Observer. Separately, an Ares real estate fund obtained $69.4 million in financing for 1817 Central, a seven-story, 341-unit Class A development planned for Charlotte's Plaza Midwood neighborhood, with United Bank providing the funds and JLL Capital Markets representing the borrower, per Multi-Housing News.

North Charlotte is also set for new rental supply. Wood Partners and Sarofim Realty Advisors will break ground in November on Village Park, a 372-unit community in the Highland Creek and Prosperity Church area, with an opening slated for May 2028, according to a Wood Partners announcement. Together with Sutherland at Piper Glen, the projects reflect continued investor appetite for Charlotte rental housing even as the broader construction pipeline tightens.
