CDCR is investigating the Stockton incident as an attempted homicide involving four correctional officers and plans to refer the case to the San Joaquin County District Attorney’s Office for possible prosecution, FOX40 reported. The station did not report whether charges have been filed.
The incident occurred at 9:36 p.m. in a restricted-housing cell at California Health Care Facility, KCRA reported. Officers had entered to check on the cell’s occupant, 39-year-old Joadanus Olivas. KCRA reported that Olivas tried to leave with two improvised weapons before officers stopped him, returned him to the cell and restrained him.
KCRA and FOX40 reported that the four officers received treatment at an outside medical facility and were released. Olivas also received medical treatment, then was transferred to another CDCR institution and placed in restricted housing.
Statewide prevention goal
CDCR’s 2023 Master Plan Annual Report says the California Model includes a goal of reducing incidents such as staff assaults. That stated goal does not, on its own, establish how common assaults are across California prisons or whether their frequency has changed.
