Houston police have charged three 18-year-old men with capital murder in the fatal shooting of a 28-year-old man during what detectives describe as an aggravated robbery outside a South Gessner Road apartment complex, and all three suspects remain on the run 22 days after charges were filed.
According to an update from City of Houston News, Axel Lugo, Luis Valenciano and Gendy Daniel Casalegno Nolasco were each charged with capital murder on September 22 in the 178th Criminal District Court. All three are 18 years old, and police say they remain at large, with no photos of the wanted suspects available as of the update.
The victim has been identified as Reyes Ramos-Ramos, 28. That identification marks a shift from the department's initial report on the shooting, which described the victim only as a 34-year-old man whose identity was pending verification by the Harris County Institute of Forensic Sciences, according to an earlier City of Houston News report.
What Happened at the Apartment Complex
The shooting unfolded at about 4:30 a.m. on September 7 at 8917 South Gessner Road, the same initial report states. HPD Homicide Division detectives said officers found a man with a gunshot wound at the apartment complex, and Houston Fire Department paramedics pronounced him deceased at the scene.
Detectives' preliminary investigation indicated the suspects were committing an aggravated robbery when Ramos-Ramos was shot and killed, per the update. The suspects fled the scene immediately afterward, and an October 14 police update identified Casalegno Nolasco, Valenciano and Lugo as suspects in the killing.
A Conflicting Early Account
The department's earliest account of the shooting, issued the day after it happened, described two Hispanic male suspects committing the robbery rather than three. The later charging update does not explain how the case grew from two suspects to three, and city officials have not addressed the discrepancy publicly.
A report cited by Gun Memorial, referencing KPRC's coverage, likewise described the case in its early hours as a search for male suspects in the shooting death of a 34-year-old man, underscoring how the victim's identity and age were still unsettled in the immediate aftermath.
Part of a Broader Shift in Houston Crime Numbers
The South Gessner killing comes as Houston has reported broad declines in violent crime citywide. HPD recorded a 36.4 percent drop in homicides and a 34 percent drop in robberies during the first quarter of 2026 compared with the same period a year earlier, per Houston Public Media. Overall violent crime in the city fell 18.9 percent from 2024 to 2025, the outlet reported, with HPD logging 268 murders citywide in 2025 and 49 in the first three months of 2026.
Other fatal shootings have been reported along South Gessner Road this year, including a March 2 shooting at 9707 South Gessner Road in which the victim's identity was pending notification to family, and an April 11 shooting at 5700 South Gessner Road that also left a teenager wounded, according to separate Houston Police Department releases.
Tip Line Remains Open
Anyone with information on the case is urged to contact the HPD Homicide Division at 713-308-3600 or Crime Stoppers at 713-222-TIPS. Police have not released additional details on the search for Lugo, Valenciano or Casalegno Nolasco, and the city's update does not address booking status, bond or any scheduled court proceedings for the three charged suspects.
