Walmart has purchased 22 acres of undeveloped land inside Palm Bay's sprawling Emerald Lakes development, marking the retail giant's first move into a mixed-use community. The land sits along the north side of St. Johns Heritage Parkway.

The purchase makes Walmart the first major retail outlet anchoring Emerald Lakes, according to Florida Today. The Orlando Business Journal reports the deal makes Walmart the first of three planned anchor users for what it describes as a 1,600-acre mixed-use community.

Excess Land Investment, LLC conveyed a 22.39-acre parcel to Wal-Mart Stores East, with the purchase recorded in Brevard County on October 19. Walmart said it has no construction timing or specific development plans to share at this time, and that it will continue evaluating the site based on future customer and community needs.

A Mixed-Use Vision Years in the Making

Emerald Lakes is planned as a mixed-use community offering new single-family homes alongside retail, medical, educational and corporate space, according to Lennar, which lists the project as now selling in Palm Bay. The builder's marketing points to 961,000 square feet of planned retail, medical, educational and corporate spaces, plus an onsite clubhouse, community center, swimming pool and fitness center for residents.

Lennar has also announced a town center within Emerald Lakes featuring roughly 961,000 square feet of commercial and office space, centered on a 9-acre lagoon amenity, the builder's sales materials state as of July 2026. Those same materials describe plans for 370 hotel rooms and 1,348 multifamily units. Lennar's plans for the site include residential development and a town center.

Palm Bay Council Keeps Adding Homes

Palm Bay's City Council has continued expanding the residential side of the project even as the commercial pieces take shape. The council voted 5-0 last month to approve an amendment adding 11 single-family lots to Emerald Lakes West Phase II, a change that increased single-family lots in that phase from 233 to 244, according to Sebastian Daily. The change brings the phase's single-family lot count to 244.

Emerald Lakes falls within the broader Emerald Lakes Regional Activity Center. The City of Palm Bay's own GIS mapping service labels the entire area a Special Planning Area, a designation confirmed through the city's growth management records.

Infrastructure Comes Before the Stores

Lennar's plans include commercial development alongside the new homes. The planned commercial space is part of Emerald Lakes' mixed-use development. Still, with Walmart itself offering no construction timeline, exactly when Palm Bay residents might see shovels in the dirt on St. Johns Heritage Parkway remains an open question.
