A longtime Wellsville pastor died Monday afternoon after his SUV crossed the centerline on State Route 19 and collided head-on with a northbound Mack truck, according to New York State Police. Frederick W. Francisco, 87, was pronounced dead at the scene, while the 61-year-old truck driver was taken to a local hospital only as a precaution.
Francisco had been driving southbound on Route 19 around 1:40 p.m. when his 2018 Chevrolet Equinox crossed into the oncoming lane and struck the truck, state police said, as reported by 13WHAM-TV. Francisco led Riverside Assembly of God church in Wellsville for more than 30 years, a tenure that made him a recognized figure in the community, according to The Wellsville Sun.
Medical Emergency Suspected, Investigation Still Open
First responders and local news reports indicate Francisco may have suffered a sudden medical emergency behind the wheel, which could explain why his SUV drifted across the centerline into the truck's path, the Sun reported. That explanation has not been confirmed by state police, and the exact cause of the lane departure remains under investigation.
New York State Police troopers from the SP Amity barracks are leading the inquiry, with specialized assistance from the Collision Reconstruction Unit, the Commercial Vehicle Enforcement Unit, and the Bureau of Criminal Investigation, according to Newport Dispatch. The multi-unit response underscores the scope of the technical work involved in piecing together how a passenger SUV ended up colliding head-on with a commercial truck.
The truck driver, 61, was transported to Jones Memorial Hospital as a precaution, per state police. The Wellsville facility is a 49-bed non-profit hospital affiliated with UR Medicine and serves as Allegany County's sole acute care hospital, according to NYS Health Profiles.
A Stretch of Highway With a History
Route 19 through Allegany County has been the site of other serious crashes in recent years. A November 2023 collision involved a car and a school bus carrying 18 passengers at Route 19 and Weidrick Road in Wellsville, according to Solomon's Words for the Wise.
What the Numbers Say About Older Drivers
Francisco's age has drawn attention to broader questions about senior drivers on New York roads, even as state data complicates any simple narrative. Drivers 65 and older make up 21 percent of licensed drivers in New York but account for only 11 percent of fatal and personal injury crashes statewide, according to the New York State Governor's Traffic Safety Committee.
State police have not released additional details on the crash, and the cause of the lane departure remains under investigation.
