
Whataburger is working on its fifth restaurant in Conroe, with plans calling for a new location at the northwest corner of Highway 105 and Loop 336. Construction is expected to begin at the start of November and run through the following spring, putting another orange-and-white storefront within reach of drivers along one of the city's busiest intersections.
The project surfaced in a Texas Department of Licensing and Regulation filing submitted on October 4, as reported by WhatNow. The filing places the new restaurant at the northwest corner of Hwy. 105 and Loop 336, according to Community Impact, which also reports the estimated construction cost at $2.3 million.
Timelines in the filing line up closely between the two outlets. WhatNow reports construction is expected to start at the beginning of November this year, while Community Impact's reporting on the same permit pins down more exact dates: construction will begin on November 1 and last until April 1, 2027. WhatNow adds that the new Conroe Whataburger should open by next spring, though that opening timeline remains subject to how construction and permitting actually play out.
Who's Overseeing the Build
The permit lists Neal Tjon-A-Joe as project manager for the opening, the same filing that put the project on the public record in the first place. WhatNow reported it reached out to Tjon-A-Joe about the development but had not heard back by the time of publication, leaving some details of the build, including a confirmed opening date, unconfirmed for now.
Once finished, the new restaurant will become Conroe's fifth Whataburger location. The city currently has four, part of a Greater Houston footprint that totals roughly 90 locations, per WhatNow's reporting on the broader regional count. Whataburger's own locations directory lists the Davis & Sgt Ed Holcomb restaurant, numbered 858, among the chain's current Conroe eateries.
Part of a Bigger Texas Push
The Conroe project fits into a stretch of rapid-fire openings around Montgomery County. A new Whataburger opened in nearby Shenandoah on October 5, according to Community Impact's coverage of that opening, with a facility featuring local iconography, a large dining room and a digital menu board. Whataburger has leaned heavily on Texas for its growth, with about 800 of its locations in the state, making up roughly 65% to 68% of all Whataburger locations nationwide, WhatNow reports.
The Conroe filing also arrives amid a wider national expansion. Whataburger has said it is planning to open 17 new locations across seven states by the end of November, according to USA Today. That report notes the chain opened its first North Carolina restaurant in Gastonia in May 2025, pushing its footprint to a 17th state, and that it has entered three new markets in recent months — Raleigh, North Carolina, along with Tampa and Orlando in Florida.
Whataburger's overall size is described somewhat differently across the two reports. WhatNow states the brand has grown to more than 1,130 locations across 17 states, while USA Today describes the chain as operating more than 1,200 restaurants across the same 17 states. Either way, the Conroe project represents one small but concrete piece of a chain that keeps adding restaurants across Texas and beyond, one permit filing at a time.
