
Mount Saint Charles Academy in Woonsocket is headed into a new era of competitive hockey after being selected for USA Hockey's inaugural Development League, a 29-program national circuit set to launch with the 2027-28 season. The academy's hockey program, which has captured three national championships, announced its selection in a press release, joining eight other Northeast Pack organizations tapped for the league's first class.
A Crowded Field, A Select Few
USA Hockey says it fielded more than 80 applications before settling on the 29 programs that will make up the Development League, according to usahockey.com. All 29 invited programs have since confirmed their participation for the inaugural season, the governing body said in a separate update posted to its site. Eight other Northeast Pack organizations made the cut alongside Mount Saint Charles, for nine invitees total: the Pens Elite, Little Caesars, Woodbridge Wolfpack, New Jersey Rockets, BK Selects, Mid-Fairfield Jr Rangers, Chicago Mission and Chicago Reapers, as reported by myhockeyrankings.com.
The Northeast Pack is widely regarded as one of the premier Tier I youth hockey leagues in North America, the outlet notes, with its organizations traditionally ranking near the top of national standings. Four other New England programs also landed invitations: the Boston Junior Eagles, Seacoast Spartans, Mid Fairfield Rangers and Junior Mounties, according to bostonglobe.com. Elsewhere in the country, Shattuck-St. Mary's of Minnesota was the only program selected from what the industry calls the State of Hockey, per a report from letsplayhockey.com, while Culver Academies and other established programs rounded out the inaugural class, the Globe reported.
What the League Looks Like
Every Development League program will field one 15U team and one 17U team, built for players in the 14- to 17-year-old range, the Globe reported. USA Hockey's own site describes the circuit as a national framework of high-performance programs designed to identify, train and develop players, with teams expected to average at least three on-ice practices and two off-ice training sessions a week. The emphasis, per usahockey.com, is on long-term player growth ahead of short-term wins and losses, with an eye toward preparing athletes for junior hockey, college hockey, professional hockey and international competition.
Accounts of the regular-season schedule vary. USA Hockey's own developmentleague page states that teams will play 40 to 55 regular-season games from September through March, with at least 60 percent of those games against other league opponents. Myhockeyrankings.com reported a narrower range of 45 to 55 games under the same 60 percent threshold, while the Globe reported a fixed 55-game season requiring at least 35 games against league opponents. Scott Paluch, USA Hockey's director of player development, has been appointed Development League commissioner, and the league says teams may begin practices on August 1, 2027, ahead of a regular season set to open that September.
Mount Saint Charles' Pitch
Mount Saint Charles Academy's hockey program has won three national championships — the 2021-2022 U18 USA Hockey title, the 2023-2024 U14 USA Hockey title and the 2024-2025 U15 USA Hockey title — according to the academy's own athletics page. The school has also produced NHL draft picks. The academy currently competes in the NorthEast Pack league.
The academy said the Development League invitation puts Mount Saint Charles in a strong position to build a highly competitive schedule without significantly increasing travel, since qualifying Northeast Pack matchups will count toward the new league's slate. The academy said the league strengthens its commitment to challenging competition and player growth, providing elite competition at every age level, outstanding schedules, and continued development and advancement opportunities for players. Mount Saint Charles is excited about the future of its hockey program and players as it heads into the new league.
What Stays the Same
The Development League addition does not replace Mount Saint Charles' existing commitments. The school intends to continue operating U14 and U18 teams at the National Bound level within the Northeast Pack, and its U18 team is set to remain in the Prep Hockey Conference even as the 15U and 17U squads step into the new national circuit. That dual-track approach reflects the broader design of the Development League, which USA Hockey has framed as another pathway for players to reach junior hockey, college programs and the NHL rather than a replacement for existing leagues.
