A 265-apartment affordable housing community called The Crawford has opened at 1130 Harvey Way in west Roseville, offering one- to three-bedroom homes to households earning between 30% and 70% of the Placer County area median income. Monthly rents range from less than $700 for a one-bedroom apartment backed by a city voucher to $2,310 for a three-bedroom unit, and roughly 125 apartments remain available for lease.

The $112 million project is described by developer USA Properties Fund as a public-private partnership with the City of Roseville as one of several partners. Bank of America serves as the tax-credit investor and construction lender, while Citi Community Capital is the permanent lender, according to the company. Safehold, which the company says is the property's leaseholder, also helped make the development possible.

The Roseville Housing Authority contributed eight project-based vouchers reserving apartments at The Crawford specifically for very low-income residents, the company says. For a four-person household, income eligibility falls in the range of roughly $39,400 to $92,000, per USA Properties Fund.

A Fast-Growing Corner of the Sacramento Region

USA Properties Fund says west Roseville is now home to about 85,000 people, a 57% jump over the past decade. The company frames The Crawford as a response to that growth and to broader affordability strain in the county, citing figures that put roughly 8,000 low-income Placer County households unable to find an affordable home, and about three in five county renters considered cost-burdened, spending at least 30% of their income on rent.

As reported by Affordable Housing Finance, Roseville recorded the largest population change in California among communities with fewer than 300,000 residents, according to the state Department of Finance, with the city's population growing by nearly 4,300 people year over year. The outlet also notes Roseville ranked as California's sixth-fastest growing city among cities with at least 30,000 residents.

Geoff Brown, president of USA Properties Fund, said west Roseville is one of the fastest-growing areas in the Sacramento region, citing its highly rated schools, shopping and recreational opportunities, per Affordable Housing Finance. Brown said The Crawford gives residents who might not otherwise afford housing in the area access to what Roseville has to offer.

Amenities and On-Site Services

The 12-building community includes a clubhouse, fitness center, swimming pool, barbecue area, playground and on-site laundry facilities, the company says. It also provides 436 parking spaces — about 100 more than required — along with EV charging stations and 11 bike racks.

Crawford residents will have access to LifeSTEPS social services, including after-school programs, healthy-living resources and financial-planning classes, according to USA Properties Fund. The company says it has several other affordable housing communities recently completed or in progress in the area, with its developments expected to provide nearly 1,350 apartments total, per Affordable Housing Finance.

How It Compares to Terracina at Winding Creek

The Crawford is not USA Properties Fund's first affordable project in Roseville. Terracina at Winding Creek, a 284-apartment community the firm developed across two sites a half mile apart, also serves households earning 30% to 70% of area median income, according to Affordable Housing Finance. That $119.2 million project involved the City of Roseville, J.P. Morgan, Anthem Properties and tax-credit investor WNC as partners.

Rents at Terracina start at $670 for a one-bedroom unit and reach $2,265 for a three-bedroom, according to The Sacramento Bee — figures close to what The Crawford now offers. The Bee reported that Terracina includes a clubhouse, a courtyard for barbecues and picnics, a fitness center, a pet area, a playground and laundry facilities, amenities similar to those now available at The Crawford.
