An Australian-inspired café chain with Houston roots is planning to open its newest outpost in Webster this fall, bringing a concept that shifts from scratch-made breakfast plates in the morning to a full gastropub by night. Citizen Rec is slated to open near I-45 and W. Bay Area Blvd. at 19403 Gulf Freeway, extending a brand that first put down roots in Montrose three years ago.

The Webster location is described as an all-day concept that combines a daytime coffee shop with an evening pub, according to Community Impact, which reported the café is coming to Webster this fall per a news release from the company. The outlet reports the concept will function as a café by day and an upscale Aussie pub by night, with breakfast items including scratch-made dishes such as the miso-butterscotch banana bread toast and the Australian big breakfast.

From Chelsea Walk-Up to a Texas Expansion

The brand traces back to Andrew Geisel and Justin Giuffrida, two Australia natives who partnered to open the first Citizens location in New York's Chelsea neighborhood, as CultureMap Houston has reported. Since then, Citizens has expanded to include an additional New York outpost along with locations in Houston and Austin, with the Montrose café open since 2023. Geisel has said Aussie cafés have become a global phenomenon and that he and his partners have enjoyed bringing the format to the United States.

The Houston outlet's earlier coverage noted that at the time of its reporting, Citizens had three existing New York City locations alongside its then-new Montrose spot, which it described as sitting near a cluster of breakfast and all-day concepts including Blacksmith, Snooze, and Picnik. Geisel told the outlet the brand's distinguishing offerings come down to breakfast with high-quality table service, genuine Aussie hospitality, and a menu that's diverse in both coffee and food.

A Dinner Shift That Started in Austin

Webster isn't the first time the brand has stretched beyond its breakfast-and-coffee roots. CultureMap Austin reported that the company's Austin location at 4818 Burnet Road marked the brand's first all-day concept, with co-founder Justin Giuffrida saying Austin was the first place the company was rolling out that format. That location also added dinner service, a departure for a chain that had largely focused on breakfast, lunch, and coffee, per the Austin outlet's reporting, which noted a dinner menu inspired by Australian gastropubs featuring vodka sauce chicken parmesan, short rib ragu pappardelle, and tiramisu.

Webster's pub menu appears to push that evolution further after dark. Per Community Impact, menu highlights for the pub include steak and Guinness chef pie, barramundi fish and chips, and an oyster and Guinness shooter, alongside Guinness bread with Vegemite-marbled butter, Timtams tiramisu, and live-fire shrimp on the barbie.

Why Webster, and What Comes Next

Geisel told Community Impact that the pub is meant to pull locals deeper into Australian culture. “We want to further immerse our locals in Aussie culture with our version of a pub, bringing playfulness and adventure,” he said, according to the outlet's report. A Texas Department of Licensing and Regulation project record lists a project named Citizen of Clear Lake at the same 19403 Gulf Freeway address, registered in late February, though that filing alone does not establish construction progress or an opening timeline.

For now, the fall opening date and the cultural framing from Webster's future owners are what's confirmed. Whether the Webster gastropub eventually sends its late-night menu back to the original Montrose café, the way the brand's Austin expansion reshaped its dinner offerings, remains to be seen as Citizen Rec's opening approaches.
