Brecksville’s Planning Commission will not hold the public hearing scheduled for Nov. 5 on a proposed six-home subdivision off Snowville Road. The developer withdrew the plan from that meeting and is expected to submit a revised version, according to Cleveland.com. No new hearing date or revised design has been announced.

The proposal is the latest version of a development on roughly 46 acres east of Brecksville Road, near Deer Run and across from Dewey Road. Brecksville resident Kirk Doskocil is developing the six-lot plan, with each lot intended to be at least six acres, Cleveland.com reported. The commission did not grant preliminary approval when it reviewed the proposal Oct. 8.

Earlier plans offer context, not a blueprint

Public minutes document a different Snowville Road proposal considered in December 2023: a 12-lot subdivision on about 45 acres. The minutes record the developer’s expectation that this earlier layout would need three retention ponds, and describe a 60-foot strip of existing pine trees along Snowville Road. Those details belong to the earlier plan; they do not establish what the withdrawn six-lot design contains or what its revised version will require. (Brecksville Planning Commission minutes, Dec. 7, 2023.)

At the October review of the current proposal, commissioners raised questions about screening along the site’s eastern edge and how runoff would be handled. Cleveland.com reported that the city engineer said the ravines and terrain would complicate stormwater planning and that additional management measures might be needed. A project consultant described possible design measures, but the withdrawn plan’s final drainage approach—and whether those features will appear in a revision—remains unknown.

The review also identified a road-access condition that remains to be resolved. According to Cleveland.com, the city engineer said the developer had not submitted a road-lowering agreement approved by City Council. Cleveland.com said lowering Snowville Road east of Dewey Road would improve sight distance for drivers leaving the subdivision; the developer’s attorney said the developers understood the road-lowering requirement. The report said council approval would be needed before construction, and that project-related road work and public right-of-way funding must meet city requirements.

Drainage has surfaced in other reviews

Stormwater review is not unique to this proposal, though other cases do not predict its outcome. In a separate June 6, 2024 review of a proposed subdivision on E. Edgerton Road, Brecksville Planning Commission minutes identified drainage as a major concern and said city-engineer review was part of the process. That was a different site and project. (Brecksville Planning Commission minutes, June 6, 2024.)

For the Snowville Road project, the next steps depend on what the developer submits and when the city schedules another hearing. Until revised plans are available, the lot arrangement, tree screening and stormwater design remain unsettled.
