A vacant lot just north of Santa Monica Boulevard in East Hollywood could soon be transformed into a 23-unit affordable housing building, according to a new application filed with the Los Angeles Department of City Planning. The proposal calls for a four-story structure with no on-site parking, set aside almost entirely for low- and moderate-income renters.

The development, planned for 1135 N. Westmoreland Avenue, comes from Farhad Manavi of City Real Estate Holdings, LLC, according to Urbanize LA. Every apartment in the building would be reserved for low- and moderate-income tenants except for a single mandatory manager's unit, the outlet reports. To build bigger than standard zoning rules would otherwise allow, the applicant is seeking density bonus incentives as part of the request.

ZY Architecture is designing the project, which the outlet describes as a contemporary low-rise structure. No details on construction timing, project cost, or funding sources have been made public as part of the application.

A Cluster of Affordable Projects Along Westmoreland

The Westmoreland site isn't an isolated case. Just down the street, a separate proposal for parcels at 1134-1140 N. Westmoreland Avenue envisions a five-story building with 98 studio and one-bedroom apartments, also without on-site parking, the same Urbanize LA report notes. That project's applicant is listed as Yossi Attia of 1134 Westmoreland, LLC.

The 1135 N. Westmoreland site also sits around the block from a housing complex recently completed at 4575 Santa Monica Boulevard, per the outlet. That nearby building, unveiled in 2023, consists of five stories with 16 apartments atop parking for 10 vehicles, two of which were set aside as deed-restricted affordable housing at the extremely low-income level.

East Hollywood's Broader Affordable Housing Push

The Westmoreland proposals are part of a wider trend reshaping East Hollywood's housing stock. A five-story building proposed at 1058 North Kingsley Drive would replace four single-family homes with a 76-unit complex that also skips on-site parking, according to The Real Deal. The outlet also reported that, as of last summer, developers across the city had submitted proposals for 35,000 ED1-backed units and secured approvals for roughly 29,000 of them.

Elsewhere in the neighborhood, an entity tied to Brandon Hance of Avenue Homes has plans for a 15,960-square-foot, 100 percent affordable apartment complex at 1178 North Edgemont Street, the publication's permit coverage notes. Nearby in Westlake, a 7,350-square-foot affordable housing building at 968 South Hoover Street near MacArthur Park has already secured permits and is slated to include 18 apartments.

Those projects fit into a broader citywide pattern: roughly 21 percent of all apartments completed across Greater Los Angeles between 2020 and 2024 were affordable units, the outlet's data shows. Whether the 1135 N. Westmoreland proposal moves forward on a similar track remains to be seen, as the application has only just been filed with city planning officials.
