A 40-year-old El Dorado Hills man is being held without bail after sheriff’s detectives served a search and arrest warrant at a home in the 2700 block of Tam O’Shanter Drive on Wednesday, booking him into jail on 14 separate charges. Troy Cooke now faces counts that span forcible rape, kidnapping, stalking and multiple allegations involving a minor.
According to the El Dorado County Sheriff's Office, Cooke was arrested on multiple charges associated with sexual assault and stalking after detectives executed the warrant at the Tam O’Shanter Drive address. The warrant service was tied to an investigation into allegations of sexual assault involving victims under 18, per the Sheriff's Office. Cooke was booked into the El Dorado County Jail in Placerville, as confirmed by Folsom Times, and is being held in custody on a no-bail hold.
A Lengthy List of Charges
The charges against Cooke, as listed by the Sheriff's Office, include forcible rape under Penal Code 261(a)(2), statutory rape under 261.5(c), oral copulation with a minor under 287(b)(1), and contact with a minor under 288.3(a). He also faces counts of arranging a meeting with a minor under 288.4(a)(1), arranging or going to meet with a minor under 288.4(b), and soliciting a minor under 647(b)(3).
Additional charges include kidnapping under 207(a) and kidnapping for rape under 209(b), along with stalking under 646.9(a) and preventing or dissuading a victim or witness under 136.1(a)(1). The Sheriff's Office also listed burglary under 459, sending or possessing obscene matter under 311.2(a), and a firearm possession charge under 29800(a)(1), which applies to felons or addicts found with a gun. The same report notes Folsom Times’ account that Cooke was booked on 14 charges stemming from the investigation.
Scope of the Investigation Still Unclear
The Sheriff's Office did not specify how many alleged victims were involved or whether additional arrests are anticipated, the outlet reported. That leaves open questions about the full scale of the case even as Cooke sits in custody on a no-bail hold.
Court records tied to the case may eventually surface through the Superior Court of California, County of El Dorado, which maintains an online case index allowing the public to look up matters by case or citation number, though the court notes the most current filings may not yet appear in the system.
The allegations remain under investigation, and the charges against Cooke have not been proven in court. He is presumed innocent unless and until proven guilty.
