Construction is underway on a new affordable housing complex near the intersection of Santa Monica Boulevard and Highland Avenue in Hollywood, where crews are building a five-story structure that will hold 45 one- and two-bedroom apartments with no on-site parking. The project, rising at 1248 N. Cherokee Ave., will set aside every unit except a mandatory manager's apartment for low- and moderate-income renters.

The development comes from Urbanize LA, which reports that the project is eligible for density bonus incentives, a regulatory tool that permits a larger structure than would otherwise be allowed under existing zoning rules. Aaron Brumer & Associates is designing the building, according to the same report.

Part of a Larger Westside and Hollywood Push

The Cherokee Avenue project is not an isolated effort. Seachange Partners, the firm behind the Hollywood development, is also developing similar apartment complexes in the Palms and Sawtelle communities, per Urbanize LA's reporting. One of those, a five-story building at 3751 S. Delmas Terrace in Palms, is planned to include 37 one- and two-bedroom apartments without on-site parking.

That Palms project was likewise approved with density bonus incentives, with its apartments set aside for a combination of low- and moderate-income renters, Urbanize LA has reported separately. The parallel designs suggest a consistent playbook for the young development firm as it expands its footprint across Los Angeles neighborhoods facing acute affordability pressure.

Financing Behind the Westside Projects

Seachange's momentum has been backed by substantial capital. According to REBusinessOnline, the firm received $15.6 million in nonrecourse construction financing for two affordable multifamily developments in Los Angeles. Those two properties, at 1723 Corinth Avenue and the same 3751 Delmas Terrace site in Palms, are expected to deliver a combined 79 deed-restricted affordable units.

Construction on those two Westside properties was already underway at the time of that report, with completion slated for 2027, the outlet noted. Seachange Partners was founded in 2024 by Kyle Jenkins and Cameron Whiting, and had initiated four affordable housing development projects across greater Los Angeles as of that same report — a tally that now includes the Hollywood site breaking ground near Highland Avenue.

No completion timeline for the Cherokee Avenue building has been disclosed. As with its other projects, the Hollywood complex's design reflects a broader pattern among the firm's developments: maximizing unit count through density bonus provisions while forgoing dedicated parking, a tradeoff increasingly common in transit-adjacent, high-demand corners of the city.
