A Houston County man is behind bars on $300,000 bond after a juvenile reported receiving sexually explicit images and videos through social media, triggering an investigation involving the Houston County Sheriff's Office, Cameron County Sheriff's Office, Texas Department of Public Safety Internet Crimes Against Children investigators, and Homeland Security Investigations. Daniel Anthony Felan was arrested on October 25 and later transported to the Houston County Sheriff's Office on November 2 in connection with outstanding warrants.
According to the Houston County Sheriff's Office, the case began on October 6 when Deputy Spencer Lightfoot responded to a complaint involving a juvenile who said they had received the explicit material through social media. KETK.com reported that a deputy received a complaint from a minor who stated they had received sexually explicit images and videos from Felan through social media. Lightfoot filed an initial report and forwarded the case to the sheriff's office criminal investigations division.
Detectives Trace Evidence Back to a Suspect
Sgt. Investigator Kasey Witherspoon took over the investigation on October 7, reviewing digital evidence, social media records and other information gathered in the case, per the sheriff's office. Detectives with the sheriff's office and members of the Texas Department of Public Safety's Internet Crimes Against Children unit collected digital evidence and social media records tied to Felan, the station's report notes. That review ultimately led investigators to identify Felan as a suspect.
Felan was also under investigation in Cameron County in connection with the same material, according to the sheriff's office. The Houston County Sheriff's Office worked with the Cameron County Sheriff's Office, Texas Department of Public Safety Internet Crimes Against Children investigators, and Homeland Security Investigations, with assisting agencies sharing evidence and information to advance the case. Witherspoon obtained arrest warrants for Felan on two charges, and Homeland Security investigators carried out the October 25 arrest.
Charge Descriptions Differ Between Reports
Exactly how the charges are described varies by source. The sheriff's office, as reported by CBS19, listed the charges as possession, promotion or production of certain visual material appearing to depict a child, a state jail felony, and sale, distribution or display of harmful material to a minor, a Class A misdemeanor. KETK.com, however, described the charges as display of harmful material to a minor and possession of material appearing to depict a child. Felan is presumed innocent unless proven guilty in court.
Felan was transported to the Houston County Sheriff's Office on November 2 on the outstanding warrants, and Justice of the Peace Precinct 1 Judge Mike McCreight set his bond at $300,000. The sheriff's office credited Deputy Lightfoot, Sgt. Witherspoon and the assisting agencies for their work on the case, and said it plans to continue working with local, state and federal law enforcement on child exploitation cases going forward. Authorities have released no additional information about the juvenile involved.
Part of a Broader Enforcement Push
Multi-agency collaboration has become a common feature of child exploitation cases across Texas. An FBI Dallas announcement described Operation Soteria Shield as resulting in 276 child exploitation arrests and the rescue of 89 children, crediting the collaboration of 91 law enforcement agencies and 197 personnel across multiple Texas jurisdictions. Separately, a North Texas task force told KAGS that its second annual Operation Janus, which included Dallas Police, the FBI Dallas Division's Child Exploitation Task Force and Homeland Security Investigations-Dallas, resulted in 47 arrests and the rescue of 13 children, with more than 90 charges filed. Those operations are cited as examples of similar enforcement efforts elsewhere in the state and do not establish a broader trend specific to Houston County.
