A 40-year-old Lynn Haven man is being held on $95,000 bond at the Gulf County detention facility after deputies say an undercover online investigation led to his arrest on charges tied to soliciting someone he believed was a child. Joshua Duane McConnon now faces three felony counts stemming from the sting.
According to mypanhandle.com, the Gulf County Sheriff’s Office contacted McConnon online as part of an undercover investigation in which deputies posed as children. The report says McConnon was charged with use of a computer to solicit a child, transmitting harmful information to minors, and use of a two-way communication device to facilitate a felony.
Investigators say McConnon reportedly continued communicating with someone he believed was a child even though he was aware of the individual's age, and that the conversation turned sexual in nature. The report also states McConnon allegedly sent sexually explicit images of himself during the exchange. Per the same account, he remains held at the Gulf County detention facility on the $95,000 bond.
How Florida Law Treats the Alleged Offenses
The charges McConnon faces carry specific legal weight under state law. Using a computer or online service to knowingly solicit or entice a child, or someone believed to be a child, for unlawful sexual conduct is classified as a third-degree felony under Florida Statute § 847.0135(3), though the same statute notes that misrepresenting one's age while committing that offense escalates it to a second-degree felony, and each separate use of a device can be charged separately.
Transmitting material harmful to minors is likewise treated as a third-degree felony when someone knowingly or believing they are communicating with a minor sends such material, according to Florida Statute 847.0138. Using a two-way communication device, such as a phone or computer, to facilitate or further a felony is separately classified as a third-degree felony under Florida Statute 934.215.
Part of a Broader Pattern of Online Stings
McConnon's case follows similar undercover operations elsewhere in Florida this year. A monthlong undercover operation by the Gulf County Sheriff’s Office earlier led to the arrests of two men accused of trying to exploit minors online, as reported by WJHG. In that case, George Anthony Wolinski, 44, of Wewahitchka, was arrested April 29 and charged with online solicitation of a minor and unlawful use of a two-way communication device to facilitate a felony, while Wilks Guin Sims, 70, of Alton, Missouri, faced those same two counts plus a charge of transmitting harmful material to a minor.
Further south, a separate task force operation led to several arrests in the Florida Keys late last month. The Miami Herald reported that 75-year-old Kenneth Jay Medve of Fairfield, Connecticut, was booked on three counts of soliciting a minor for sexual acts and one count of using a two-way device to facilitate a felony, and was held without bond at the county's main jail on Stock Island. The Monroe County Sheriff's Office said the arrest was part of a task force it leads that includes the Florida Department of Law Enforcement, the FBI, U.S. Homeland Security Investigations, and Navy and Coast Guard investigators targeting sex crimes in the Lower Keys and Key West.
That same Keys operation also netted Timothy William Turso, 47, of Key West, who was arrested on charges including using a computer to solicit a child and traveling to meet a minor for sexual activity, and DeWayne Steven Smith, 41, of Copeland, Florida, who was jailed on a $460,000 bond on similar charges.
