A Martins Ferry man is facing four felony counts after the Belmont County Sheriff's Office Criminal Investigations Unit arrested him on allegations of pandering obscenities involving a minor. Ryan P. Baxter was taken into custody with help from local police, according to authorities, as investigators pursue what they describe as one of their highest priorities: protecting children.
Reports on the arrest location differ. According to WTOV, Baxter was arrested along Walnut Street in Martins Ferry, while Lede News reported the arrest took place at 1101 Walnut Street in Martins Ferry, Ohio. Both outlets agree that Baxter faces four counts of pandering obscenities involving a minor, each charged as a second-degree felony.
Felony Classification Under Ohio Law
The second-degree felony designation stems from Ohio Revised Code Section 2907.321, the state statute governing pandering obscenity involving a minor or impaired person. Under the cited code, violations falling under divisions (A)(1), (2), (3), (4), and (6) of that statute are classified as felonies of the second degree, according to codes.ohio.gov.
WTOV's report notes that the Martins Ferry Police Department assisted the Criminal Investigations Unit with the arrest. The station's report also included comments from Belmont County Sheriff James Zusack, who said, “Protecting children is one of our highest priorities, and we take allegations involving their exploitation seriously.”
Sheriff Emphasizes Accountability and Cooperation
Zusack said detectives remain committed to investigating child exploitation crimes and pursuing accountability, per the same account. He also expressed appreciation for the Martins Ferry Police Department's assistance and the cooperation of law enforcement partners involved in the case.
The sheriff's office encouraged anyone with information regarding suspected child exploitation to contact their local law enforcement agency. Lede News noted in its report that all charges are allegations and that Baxter is presumed innocent unless and until proven guilty in a court of law.
