A six-story building with 162 apartments, ground-floor shops and a landscaped courtyard could soon rise on North Avenue in New Rochelle, on the site where a Mavis Discount Tire outlet once stood before its roof partially caved in. The entity 457 NR North LLC is proposing the mixed-use project at 457 North Ave., on an approximately one-acre parcel at the corner of North Avenue and Manor Place within the city's Downtown Overlay Zone 8.
According to Westfair Communications, the proposed building would include 33 studio apartments, 86 one-bedroom units and 43 two-bedroom units, along with 175 parking spaces. The New Rochelle Planning Board was expected to begin formal review of the proposal when it meets on Nov. 24.
A Courtyard, a Playground and Rooftop-Style Amenities
The courtyard would include seating and grills, with the possibility of fire pits, plus a playground area. The building's second floor would hold several amenity spaces for residents.
Commercial space is planned to front North Avenue, with access points and storefronts facing the street as part of the project proposal. Parking for people visiting that commercial space would sit on the upper level of the building's garage, and the plan currently calls for three separate commercial users, though the developer left open the possibility of a single commercial occupant instead.
Garbage Trucks Built Into the Garage Design
One practical detail drew attention during the proposal's presentation: the upper level of the garage is designed so traffic circulation allows garbage trucks to actually enter and collect refuse inside the building rather than curbside. The Planning Board also directed the developer's representatives to prepare a shadow study examining how the new structure could affect neighboring properties.
The Site's History: A Roof Collapse and Quick Demolition
The property's path to redevelopment traces back to December 2020, when Mavis Discount Tire closed its outlet at the site after the building suffered a partial roof collapse. CBS New York reported at the time that an investigation was underway to determine whether heavy snowfall had contributed to the collapse. No one was hurt, officials told that station. The building was demolished within a few days of the collapse, leaving the lot vacant until now.
Part of a Bigger Building Boom on North Avenue
The 457 North Avenue proposal would not be the only major residential project reshaping that corridor. A separate proposal at 260 North Avenue calls for a 28-story residential tower with 414 rental apartments in studio- to three-bedroom layouts, according to New York YIMBY. That project is planned with a 432-vehicle parking garage and nearly 7,000 square feet of ground-floor retail, with an estimated cost between $100 million and $125 million. Its developers were still awaiting Planning Board approval as of the outlet's report and were targeting completion around the end of 2027 or early 2028.
The pace of activity on North Avenue fits a broader pattern across New Rochelle, where New Rochelle Development Commissioner Adam Salgado told The Builder’s Daily that the city authorized 11,047 housing units across 34 projects since 2015. The city's downtown overlay and form-based zoning code allow qualifying projects to receive streamlined approval in about 90 days, the publication noted, and eight buildings from the city's housing plan are already open, with 25 more projects totaling about 5,100 units completed and in leasing. Roughly 91% of those new homes are occupied, and about 1,100 qualify as affordable, per HousingWire's reporting, and state officials noted that rent growth in the city fell about 5% from 2020 to 2023 as new apartments opened. The city's housing strategy was named a co-winner of the 2026 Ivory Prize for Housing Affordability in the Policy and Regulatory Reform category.
