A man walked into the Boot Barn store in the 25800 block of Northwest Freeway earlier this week, loaded up on merchandise, and walked straight past every register without paying a dime. Now Harris County Constable Precinct 4 wants the public's help putting a name to his face, after releasing video surveillance images of the suspect and asking anyone who recognizes him to come forward.

What Happened at the Boot Barn

According to a Facebook post from Constable Mark Herman's office, deputies responded to the store on Sunday, November 2, after the complainant reported that an unknown male suspect had entered and stolen merchandise. The post says the stolen items were valued at $274.95, and that the suspect passed all points of sale without attempting to pay before leaving the store.

Investigators have assigned the case number HC2611-00287, and the post describes the suspect as a Black male with a thick beard, neck tattoos, and a black shirt. Constable Herman's office is urging anyone with information about the case or the suspect's identity to contact dispatch or local law enforcement. As is standard in these appeals, the post notes that anyone mentioned is considered innocent until proven guilty in a court of law.

Retail Theft Along Northwest Freeway

Hoodline reported that deputies were searching for a man accused of walking out of an Ulta Beauty on the 28700 block of Northwest Freeway with roughly $1,392 worth of fragrances without stopping at the register. That same Hoodline report noted an earlier theft at the identical Ulta location on August 30, in which two female suspects allegedly walked out without paying for merchandise valued at approximately $3,936.

The pattern stretches back further still. Per the same Hoodline account, Precinct 4 investigated a regional theft ring in November 2025 linked to at least 10 Ulta thefts across the Houston area totaling more than $38,000 in stolen cosmetics.

Retail Theft Remains a Regional Headache

Retail theft remains a regional headache. KHOU has reported that the county recorded more than 2,300 theft-related incidents since May 2024. An enforcement push called Operation Blitz led to 12 arrests and the recovery of more than $4,000 in stolen goods within its first two weeks.

The scale of the problem isn't unique to Harris County. Hoodline has reported that the National Retail Federation ranked Houston fourth in the nation for most retail thefts in 2024.
