A 15-year-old was shot and killed in Port Richmond on Halloween night, and as of Saturday, police had made no arrests and recovered no weapon from the scene. The shooting happened around 6:50 p.m. on the 3600 block of Richmond Street, turning a night meant for trick-or-treating into the site of a homicide investigation.
Officers who responded found the teen suffering from multiple gunshot wounds, according to NBC10 Philadelphia. The teen was rushed to a hospital, where they were pronounced dead at 7:06 p.m., just 16 minutes after the shooting was reported. The outlet's report does not identify the victim by name.
Investigators have not disclosed what led to the shooting. Per the station's report, both the teen's identity and the circumstances surrounding the attack remain unknown, and no weapon has turned up at the scene on Richmond Street. Police are actively searching for whoever pulled the trigger, and the investigation remains open.
Tips Sought as Case Remains Open
Anyone with information is asked to call the Philadelphia Police Department at 215-686-TIPS (8477) or submit a tip online, per the same outlet's account. No further updates on a suspect or motive had been released as of this report.
Earlier reported shootings involving teenagers in Port Richmond include a 16-year-old boy hospitalized in critical condition after being shot in the face on the 3100 block of Gaul Street in October 2025, according to The Philadelphia Inquirer. Police detained a 15-year-old boy as a person of interest about a half mile from that scene and recovered a projectile but no gun, leaving it unclear whether the shooting was accidental or intentional.
A separate incident on May 24, 2023, left two 15-year-old boys injured outside a Wawa on the 2500 block of Aramingo Avenue near East Huntingdon Street, just before 1:30 a.m., as reported by 6ABC. One teen was listed in critical condition, while the other was taken to the hospital by private vehicle and was stable. In a separate case, a 49-year-old man, identified as Michael Neumann, was found shot on Salmon Street near East Monmouth around 1:30 a.m. on a Tuesday; 6ABC reported that police arrested 20-year-old Patrick Suarez the following day after a short foot pursuit. None of these incidents has been tied to Saturday's shooting on Richmond Street.
A Citywide Drop in Violence, With One Troubling Exception
The Halloween night killing comes even as Philadelphia has posted historic improvements in overall gun violence. The city ended 2025 with 222 homicides, a 17.5 percent decline from 2024 and the fewest since 1966, according to The Trace. Shootings citywide fell 24.5 percent over the same period, and through January 25, 2026, the city had logged nine homicides compared with 13 at the same point the year before.
Officials credit a mix of community investment for the turnaround. The Trace reports Philadelphia spent $25 million in 2025 funding grassroots crime-prevention groups, including an evening resource center run by Unique Dreams in Frankford that draws 35 to 40 youths a day, and a meal program, It Takes a Village to Feed One Child, that served more than 250,000 meals a month at over 100 community centers. Philadelphia Police Commissioner Kevin Bethel said a five-year strategic plan on community partnerships is set to be unveiled in the coming weeks.
Yet the drop in overall violence masks a sharper rise in cases involving young people specifically. The number of Philadelphia juveniles charged with homicide climbed from just 3 in 2016 to 26 in 2024, a nearly ninefold jump, The Trace reported separately. Juvenile charges for nonfatal shootings have also climbed, reaching 49 in one recent year compared with 23 in 2019 and seven in 2015, representing the highest share of such charges in 15 years. A March 2025 shooting at the city's Finley Recreation Center, in which a masked gunman wounded three boys ages 14, 15 and 16, underscored how often teenagers have become both victims and alleged perpetrators in the city's gun violence.
For now, the death of the 15-year-old on Richmond Street adds another name, still unreleased, to that toll. Police have asked anyone with information to come forward as the search for the shooter continues.
