A Troy man already behind bars for a Saratoga County conviction is now facing new charges after Rensselaer County investigators say he sexually abused a child under 11 years old. Peter Rupp was pulled from Ulster Correctional Facility on Wednesday, arraigned on two felony counts, and sent right back to his cell to await further court action.
The Rensselaer County Sheriff's Office arrested Rupp on Wednesday, Nov. 4, following an investigation into allegations that he sexually abused a child, according to WNYT. He was charged with two counts of first-degree aggravated sexual abuse involving a victim less than 11 years old. At the time of his arrest, Rupp was already incarcerated at Ulster Correctional Facility following a conviction out of Saratoga County.
Deputies transported Rupp to the Rensselaer County Sheriff's Office for processing before he was arraigned in Brunswick Town Court, the station's report notes. After his court appearance, authorities returned him to Ulster Correctional Facility, where he remains incarcerated pending further court proceedings.
Sheriff Calls These Among the Hardest Cases to Investigate
Rensselaer County Sheriff Kyle Bourgault said cases involving crimes against children are among the most difficult investigations his office handles. He said an arrest cannot undo the harm that was caused, but investigators hope the development brings some measure of closure to the victim and family, per the same account. Bourgault added that investigators remain committed to pursuing justice and holding those responsible accountable regardless of how much time has passed.
Under New York law, aggravated sexual abuse in the first degree applies when a person inserts a foreign object into specified body parts of another person and causes physical injury, by forcible compulsion or when the other person is incapable of consent, according to the New York State Senate's text of the statute. The specific conduct alleged against Rupp has not been detailed publicly.
A Separate Rensselaer County Case Offers Limited Comparison
Rupp's arrest echoes, in narrow outline, an earlier Rensselaer County case that also involved allegations of child sexual abuse surfacing years after the fact. In December 2022, Robert Hilton of the Town of Nassau was arrested on a warrant stemming from a New York State Police investigation, according to Daily Voice. Troopers had first been contacted in August 2021 through a report to Rensselaer County Child Protective Services, that outlet reported.
Hilton was ultimately arraigned in Rensselaer County Court on two counts of second-degree rape, a felony, tied to alleged sexual contact with a child under 15 in the early 2000s, Daily Voice reported. The two cases are not connected, and the earlier matter is cited here only as a comparison point, not evidence of any broader pattern in the county.
No further details about the underlying allegations against Rupp, including when or where the alleged abuse occurred, have been released. It also remains unclear what plea, if any, Rupp has entered or when his case will next appear in court.
