According to the Prometheus Radio Project, the FCC won’t be offering an opportunity to apply for a Low Power FM (LPFM) license anytime soon, if ever— but the Peralta Community College District scored one of these elusive licenses during the last application period in 2013. After a long and involved process, Oakland’s Community Colleges are finally on the air at 96.9 FM from 7pm-7am. With a broadcasting range smaller than any other FM license, LPFM could be considered the law-abiding cousin of pirate radio.
