1. Original Hamburger Works

Topping the list is Original Hamburger Works. Located at 2801 N. 15th Ave. in Encanto, it is the highest-rated budget-friendly bar in Phoenix, boasting four stars out of 326 reviews on Yelp. 

Yelper Liz P, who reviewed the spot on Dec. 10, 2019, wrote, "Went here for a quick lunch, which it was not.  I didn't realize it was more like a bar than a lunch spot.  ... I ordered the classic, which came with cheese, bacon and mushrooms.  The mushrooms are excellent and the burger was so tasty."

3. Cheba Hut

Central City's member of the popular chain Cheba Hut, located at 825 N. Seventh St., is another top choice, with Yelpers giving the budget-friendly spot four stars out of 191 reviews. 

Yelper Dolores D., who reviewed Cheba Hut on April 20, wrote, "They numbered the parking spots and you need to make your order the phone or online. I called when I was in the parking spot and they were pretty quick. I got the la canna 12-inch and they cut it in half, so I split it with my sister. It was delicious."

6. Tavern on the Creek
