In Oakland, a recent surge of criminal activity has been linked to juveniles. The Oakland Police Department arrested nine youngsters — three girls and six boys — in connection with 35 robberies across the city, including the town of Piedmont. The arrests followed a week in which Oakland experienced 100 robberies, including carjackings and shootings.
