
On Tuesday, October 3, the Pleasanton City Council approved its inaugural 5-Year Citywide Strategic Plan, known as ONE Pleasanton. This initiative is set to guide the City towards a prosperous, sustainable, and inclusive future for its residents over the next five years, as reported by the City of Pleasanton.
Creating ONE Pleasanton involved a collaboration lasting several months, with participation by the Pleasanton community, City staff, and councilmembers. The planning phase, spanning February to June 2023, included widespread engagement efforts, such as a community survey, 11 focus groups, two pop-up events at the Pleasanton Farmer's Market, and an open house, to ensure the plan reflected the diversity of the city's residents.
The engagement phase then oriented the design of an all-encompassing plan, addressing key areas including infrastructure, economic growth, environmental stewardship, and community wellbeing for the period between 2023 and 2028. The city's updated organizational values—service, integrity, inclusion, and innovation—reinforce its commitment to constant evolution.
The ONE Pleasanton plan outlines five primary goals:
- Funding our Future – Emphasizes financial health and sound fiscal policies via long-term planning, cost recovery, increased revenue, and cost containment.
- Optimizing our Organization – Highlights improvements in service delivery through professional development, new recruits, and the fostering of innovation.
- Investing in our Environment – Focuses on effective use and future planning of facilities with an emphasis on environmental stewardship.
- Safeguarding our City – Explores public safety provision and emergency preparedness for a safer community.
- Building a Community where Everyone Belongs – Encourages community engagement and effective planning for a livable and economically vibrant place.

The Strategic Plan includes multiple strategies for achieving these goals, with four identified as critical priorities in an August 2023 public workshop. Infrastructure, water supply, and emergency preparedness emerged as the most pressing issues to be addressed in the plan's initial two years.
Following the ONE Pleasanton plan's approval, the City's next step is to prepare an Implementation Action Plan. This document will detail the specific projects and initiatives required for meeting the goals, considering budget limitations and resources availabilities. Even though the strategic plan spans five years, bi-annual reviews will align with the City's budgeting process, enabling necessary adjustments. These reviews will be key to the success of this ambitious project.
