The program, which originally debuted as a two-year trial back in 2022, provides a platform for home cooks to establish miniaturized restaurants within their own kitchens, per the San Diego County news report.

Revolutionizing the traditional concept of the restaurant industry, the initiative introduces affordable alternatives for ambitious cooks, removing the towering barrier of operational costs often associated with traditional restaurants. By transforming their home kitchens into personal culinary spaces, cooks can now pursue their culinary goals more easily.

Since MEHKO's launch, DEHQ approved 61 home kitchens that now operate as micro-restaurants, catering to the diverse taste buds of the community with a fresh, new business model.

Furthermore, MEHKO's impact on various societal segments is notably significant. Data from San Diego County indicates the program has catalyzed the establishment of numerous women-focused and minority-owned businesses. Of the total number of MEHKOs, 58% are women-owned while 70% are minority-owned, thereby challenging traditional business ownership demographics. For context, women or minorities own less than 25% of all regional businesses.  The County Executive Director of the COOK Alliance, Roya Bagheri, Esq., suggested that this initiative allowed many individuals to serve food to their communities which otherwise wouldn't have been possible.

In support of the program, the Board of Supervisors has contributed to creating an encouraging environment for these small businesses. The authorities have not only granted existing permit holders the opportunity to broaden their offerings but also for them to include food carts as part of their business. This initiative allows them to serve up to 80 meals each day, with a weekly limit of 200 servings and an annual sales cap of $150,000.

Aside from supporting these microenterprises, DEHQ has maintained an unwavering commitment to enthusiastic home cooks by ensuring food safety through regular inspections and a thorough permitting process. The department also offers abundant resources for guidance, giving strong footing to those embarking on their culinary entrepreneur journey.
